Mooresville Planning Commission, March 11, 2021 <br />do not oppose the rezoning. Ms. Tirey believes that there will be an explosion in new housing construction, and <br />that the proposed development would fill the need for housing that attracts young professional couples. She <br />stated that currently the local unemployment rate is over 9%, but after recovery there will be a boom. <br />Ashley Wright of FC Tucker presented data from MIBOR showing 470 homes sold in the Mooresville area over <br />the last 12 months with an average list price of $235K and sold price of $233K. She described three families' <br />home searches — a young couple who wish to move into the Mooresville school district, a veteran who dedicated <br />more than half his adult life to his country and now wishes to come home to Mooresville, a newly divorced <br />mother of two that cannot afford her $1,300 rent payment, but can afford an $800 mortgage payment, and truly <br />needs the support the Mooresville Schools offer to her children. Ms. Wright believes that Mooresville needs <br />growth so when our children are grown, they will have an affordable place to live and a desire to raise their <br />children here. In a second set of comments, Ms, Wright stated she believes that residential construction within the <br />Mooresville Sewer System is important. <br />Mark Coffey of Coffey Realty gave statistics that only 91 homes have been sold in Mooresville this year because <br />of lack of inventory, with an average price of over $200 per square foot. He believes that Mooresville cannot <br />attract young families to our town unless we build more homes like the homes proposed for this development. <br />Rick Allison of 5023 East Allison Road is the owner of the Transmission Shop zoned 11. There is a buffer south <br />of his property that belongs to his parents. He would like to see the rezoning and residential development happen. <br />Mr. Holloway stated that he believes this is the highest and best use for the property, and that the property <br />would've been sold if I1 demand were in evidence. Mark Taylor asked Mr. Holloway what the minimum square <br />footage would be for the homes, and Mr. Holloway responded 1,524 square feet. Mr. Taylor asked if RID zoning <br />standards are only 1,000 square feet, why would the developer be willing to construct larger homes. Mr. <br />Holloway responded that the density of the homes, the 10,000 square 'foot lots, would make the development <br />work. <br />Jeff Dieterlen requested a motion framed as a recommendation to the Town Council. He reminded the members <br />that they should consider if the rezoning from 11 to RID were consistent with the Comprehensive Plan and was <br />the best use for the property in question. Josh Brown made the motion for a favourable recommendation to the <br />Town Council with the commitment for no less than 1,524 square feet. Robert Allenbaugh seconded the motion. <br />Josh Brown and Robert Allenbaugh voted in favour, and all other members voted against. Mr. Holloway said he <br />and his client would accept a "No recommendation", and Mr. Dieterlen asked the members if anyone wished to <br />make another motion. Josh Brown made the motion for a no recommendation to the Town Council with the <br />commitment for no less than 1,524 square feet. Robert Allenbaugh seconded the motion. Josh Brown and Robert <br />Allenbaugh voted in favour, and all other members voted against. No other motions were put forward so <br />discussion and decision were tabled until the April meeting. <br />Matthew Crouch of Sequoia Capital Management presented a petition for a rezoning of the property at 267 East <br />Harrison Street from RI to R3. He stated the property is east of Indiana Street, north of High Street and near <br />Value Market directly across from the cemetery. Within the block of Harrison he state there is mixed use, <br />commercial, residential, some mobile homes and older housing stock. The property in question he owns and is <br />currently vacant. He showed slides of the proposed site plan with two Volumod 3 -unit townhomes constructed <br />with no vinyl siding, only hardy plank style siding. Given the previous discussions of the evening, he believes <br />there is need for this type of housing in the community. Perry King asked why Mr. Crouch had not attended the <br />
