I 1676 <br />need for a member to have a key to the Clerk Treasurer's office. Clerk -Treasurer Wamsley made it clear <br />that Council President Warthen has been a help to her office in identifying items on the claims that were <br />approved for payment but should be handled under a maintenance agreement or contract. Council <br />President Warthen stated he usually spends 1-3 hours examining the invoices for claims to ensure funds <br />are being best used and being correctly applied. Councilman Williams made his opinion known that no <br />council members should have a key. <br />Traffic Study Update -Councilman Warthen would like to have a more in-depth conversation to discuss <br />the updates that were sent to the council via email. He also wants to make sure the company <br />conducting the traffic study speaks with Dave Moore. <br />Department Head Reports - <br />Councilman Warthen read the retirement notice from Brent Callahan that will be effective._ <br />October 30, 2021. Councilman Williams praised his work in the parks department over the last <br />34 years. <br />Chief Julian asked about the Halloween date with the park department having the Halloween Hike on <br />Saturday the 30th. Council President Warthen stated that he would like to see the Town keep the <br />tradition of Halloween activities on October 31 regardless of the night of the week that falls on. <br />Councilman Cook, Councilman Williams, and Councilman Swinney agreed with Council President <br />Warthen, Councilman Stanley stated, either way, it was good with him. <br />Chief Julian also presented a proposed budget for the cost of obtaining and maintaining a K-9 unit. The <br />vendor would be Roger Grierdcon in Rhode Island; he is a member of the American Police K-9 <br />Association, Councilman Cook asks if IMPD officer Dell had been contacted to inquire about a dog, and <br />while they have not yet, they will contact him to inquire about availability and cost. <br />Chief Julian presented a rough draft quote for a responder truck. The total cost from Andy Moore would <br />be $50,604; if purchased from Bedford Ford, the total cost would be $47,669. When asked about the <br />reason for switching from an SUV to a truck Chief stated that they would have the ability to attach a <br />plow to the truck to plow the station parking lot would be a benefit. Councilman Cook said he is not in <br />favor of hooking a plow to a patrol vehicle. <br />Chief Julian presented an initial quote of $69,006.00 for body cameras for the officers. The quote is for <br />22 cameras. The cameras cannot be tampered with by the user. He detailed the integration and <br />capabilities for the camera to integrate with the Spillman system. He would like for the vendor to come <br />in and explain the benefits of the system to the council. <br />Councilman Warthen stated he would like to reach out to Enterprise and see the quotes on the SUV <br />before moving forward. <br />Dave Moore presented the quote for moving the pole at Main and Indiana. While he does not have a <br />firm quote the cost is estimated at $50,000 to move the pole back to the Southwest. There would need <br />to be some alteration to the flowerbed, but the Town does have the right of way in the area. A firm <br />quote will be available at the next council meeting. <br />Mr. Moore updated some equipment quotes as the street sweeper must be taken out of commission. <br />Town Attorney Lee will consult with him about the bid process for the street sweeper. He is still looking <br />for options for plow trucks due to the shortage of vehicles. <br />Mr. Moore requested permission to fill a position that has not been filled since 2012 though the position <br />should be funded. It was suggested to ensure the position is funded and move forward. <br />Chief Dalton is working with Steve Eltzroth to ensure all bills are being received via email as the firewall <br />is blocking the emails. This was brought to his and Councilman Warthen's attention while reviewing the <br />bills. He's been working with several car dealers to obtain quotes for two vehicles. <br />Legal — <br />There were none. <br />Public Comments — <br />
