1698 <br />Email Migration - Council President Warthen mentioned the issues with the email and <br />fraudulent emails being sent from town emails. Steve Oshman presented a map of internet and <br />email traffic, discussed some virus threats and how the system currently works to avoid those, <br />and gives an update on the email cloud migration. He believes that the spam emails will stop <br />once the move to the cloud is complete. <br />Dean Mayfield talked about a cyber insurance policy, how it works, and why everyone now <br />needs a cyber security insurance policy. The insurance policy could cover everything from <br />ransomware to fraudulent funds requests to data breaches. The insurance does not require an <br />emergency action plan, but items on the application would include where backups are stored <br />and how often patches are installed. He stated it's a good idea for the Town to have an action <br />plan for cyber security. <br />Councilman Stanley made a motion to request a quotes for cyber security insurance. <br />Councilman Cook Seconded. Motion carried 5-0 <br />Cyber Security Resolution 32-2021- This resolution gives Council President, Clerk -Treasurer, <br />and IT Services authorization to contact the Indiana Office of Technology when a cyber security <br />incident occurs. Councilman Stanley motioned to approve Resolution 32-2021. Councilman <br />Swinney seconded. Motion Carried 5-0 <br />New Business— <br />TOA USA LLC SB -1- Declaratory Resolution 33-2021 was presented for a personal property tax <br />abatement request of $29,000,000 for equipment that the company is bringing in next year. <br />Councilman Stanley made a motion to approve Declaratory Resolution 33-2021. Councilman <br />Swinney seconded the motion. Motion carried 5-0. A public hearing scheduled on January 4, <br />for Confirmatory Resolution. <br />Pro Build SB -1— Declaratory Resolution 34-2021 was presented for personal property and real <br />property with an investment of $9.5m and add approximately 14 jobs. Councilman Stanley <br />made a motion to approve Declaratory Resolution 34-2021. Councilman Swinney seconded <br />the motion. Motion Carried 5-0. Public hearing for a Confirmatory Reolution is scheduled for <br />January 4, 2022. <br />Police Department Encumbered PO's - Chief Julian presented PO's to cover a desk and wall <br />firearm clearing station. There are five 10-8 in -car video camera systems, one net clock time <br />server, two AED cabinets, and four first aid kits totaling $27,055.25. There is enough left in the <br />Police department budget to cover the PQ's amount. Councilman Stanley made a motion to <br />approve the encumbrance totaling $27,055.25. Councilman Cook seconded. Motion carried 5-0 <br />
