1699 <br />MVH Encumbered PO— Street Superintendent David Moore submitted a PO for $3000 to <br />continue the annual trade in program for a new Bob Cat. This program affords the town with <br />new equipment each year without maintance costs. Councilman Stanly made a motion to <br />accept the encumbrance of $3,000. Councilman Swinney seconded. Motion carried 5-0. <br />Tornado Sirens -Chief luIian presented quotes from two companies to run electricity to the <br />panel at the parks department building. <br />Company Name Amount <br />Barth Electric $2,067.00 <br />Whites Electric 1$2,524.69 <br />Councilman Swinney made the motion to accept the bid from Barth Electric. Councilman Cook <br />Seconded. Motion carried 4-0-1 with Councilman Stanley abstaining. <br />Department Head Reports — <br />Council President presented an email from Darren Burk with the Indiana Department of <br />Enviormental Management. The PH level are raising at the wastewater treatment plant, and <br />Councilman Warthen requested council approval to hire HNTB for assistance with determining <br />the issues and fixing the problems . The on call contractor HNTB looked at the problems and <br />determined that additional monitoring and possible plant redesigns would be required. IDEM <br />would like an action plan from the town to move forward with these items. The current <br />Estimate is $150,000 - $250,000 and can be funded from the Food and Beverage fund. <br />Councilman Cook asked if HNTB could pinpoint the cause, and Council President Council <br />President Warthen said he believed that HNTB believed they could. Councilman Cook also <br />asked if it is found that an individual or company caused the issues if legal recourse could be <br />sought to recoup the costs. Legal councel said that would depend on the circumstances and <br />that it would be something to discuss in an executive session. <br />Councilman Swinney made the motion to move forward with allowing HNTB to address the <br />problem. Councilman Stanley seconded. Motion. Carried 5-0 <br />Council Presdient Warthen stated the persons who digs the graves at the cemetery included a <br />price increase for services in the last bill statement. While the Council understands the cost of <br />the service is going up, the Council does need to develop a contract for this contractor. <br />Councilman Stanley made a motion to allow Council President to move forward in working with <br />legal counsel. Councilman Swinney seconded. Motion carried 5-0 <br />
