am <br />need. President Warthen stated we have never done that before and asked Legal if the Salary <br />Ordinance would have to be amended. Attorney Lee stated he did not believe the ordinance <br />needed to be amended, but the Clerk's Office would have to show documentation of why he <br />was receiving the additional pay. Councilman Cook stated he wants something put in writing to <br />prevent this from happening again in the future. Councilmen Williams and Swinney both <br />agreed he should be compensated. President Warthen stated again that we have not done this <br />with prior police and fire Chiefs or the Park Superintendent. Councilman Stanley asked if a prior <br />interim employee could come back and ask for the additional pay. Attorney Lee stated that <br />since there was not a policy in place previously, he did not believe they would be able to make <br />a claim. Councilman Cook stated he didn't think they could do anything about the previous <br />employees, but they had the opportunity to correct the current situation. <br />Councilman Cook made a motion to pay Brock Chipman retroactively back to April, the <br />difference between his patrolman pay and the chief pay, for the remaining time he is serving as <br />the Interim Chief, as well as moving forward, any department head who is serving in an interim <br />capacity. Motion was second by Councilman Williams. Motion carried 4-1, with President <br />Warthen voting opposed, stating he is in favor of the moving forward portion, but not the <br />retroactive portion. <br />Department Head reports — Park Supt. Kris Wilson reported the pool was closed as of this <br />evening due to school starting back and the splash pad would remain open daily through Labor <br />Day. The windows were installed on the office renovation and there are a few other items that <br />will be completed in the fall. The Park Board has determined their meetings will move back to <br />the park office, beginning August 8t'. She also updated the Council on the street fairs, saying <br />she had emailed Kim at Farmhouse Market to remind her she needed a request 8 weeks in <br />advance to use the park or have alcohol in the park and she has not responded. The deadline <br />was July 2211, so they will not be allowed to hold an event in Bicentennial Park. She also wanted <br />to make the Council aware that the certificate of insurance that Kim had provided is now <br />expired. Councilman Williams asked Kris to explain the reason for the pool closing. She stated <br />that especially this year, it is mostly due to the majority of their help going back to school, but <br />that they have been closing since 2012 when school starts up due to a study being done and <br />proving that it is not cost effective to keep it open on weekends through Labor Day. President <br />Warthen asked Councilman Williams to try to reach out to Kim to get a new certificate of <br />insurance. <br />Fire Chief Matt Dalton reported an increase in runs, 58 more than the previous month. He <br />introduced his new hire, Quentin Humbarger, who will replace a recent retiree. Councilman <br />Williams thanked Matt and Dave Moore for talking to the downtown businesses about the <br />building demo on Main Street <br />Street Supt. Dave Moore stated the Community Crossings project is in its final stage. He also <br />stated that Wendall Thaler has given the Town the rest of the stained-glass windows for the <br />meeting room and they are looking for someone to repair them so they can get them installed. <br />Interim Police Chief Brock Chipman wanted to thank everyone for working with him and helping <br />him through his time as interim chief and thanked the Council on the vote for the additional <br />salary. <br />Legal - Attorney Chou-il Lee reported they are still finalizing the contract for the sewer lining <br />project and they will have it at the next meeting. He also stated that since the agenda does not <br />list the additional appropriation for the sewer lining project as a public hearing, we will <br />readvertise and hold the public hearing at the next meeting. <br />Public Comments —There were none. <br />Approval of Claims — A motion to approve the payment of claims in the amount of $663,883.91 <br />was made by Councilman Stanley and second by Councilman Swinney. Motion carried 5-0. <br />
