am <br />result in additional funds and employees being needed to enforce and maintain the requirements. <br />This is a federally mandated unfunded program. There was some discussion about funding via the <br />stormwater utility and possibly changing the current fee schedule, which will be discussed at a <br />different date. This was the first reading; a public hearing will be required. <br />Debbie Monts proposed updating the town's timekeeping process by implementing a cloud -based <br />scheduling and timekeeping system. Unfortunately, our current Keystone Software does not <br />currently support a cloud -based system. Chief Buckner implemented the use of Pace in April of <br />2023, so the clerk treasurer's office has looked into the use of Pace for all town employees. The <br />cost for Keystone to build the interface to integrate with Pace is $6,925. This is a one-time charge. <br />The price for Pace is based per employee, and for the town, it would be approximately $19,000 per <br />year based on an employee count of 300, which includes the police department that is already <br />using the program at $4,000 per year. The clerk's office would like to fund the program from the <br />town's general budget ratherthan having each department responsible forthe cost. Clerk -Treasurer <br />Wamsley mentioned that the department heads are excited about updating the payroll process <br />town -wide. <br />Councilman Swinney moved to proceed with the Pace program, and Councilman Witt seconded. <br />The motion carried 4-0. <br />Council President Warthen mentioned that additional appropriations may be needed from the rainy <br />dayfund. <br />Department Head Reports — <br />Chief Dalton presented the run stats from April and announced that one of the firefighters had <br />submitted his notice and would be leavingthe department. The hiring process has begun, and there <br />are 11 applicants. <br />Phil Cornelius provided the Summer Concert dates of May 17, June 7, June 21, and July 12. The <br />community is invited to attend the Parks Department Open House scheduled for May 17 from 4 PM <br />to 6 PM. Community input is crucial in helping create spaces that reflect our community's needs <br />and desires of our diverse community. The Old Town Park renovations are almost complete, and a <br />grand reopening is scheduled for June 13th from 11 AM to 1 PM. <br />Legal — <br />Town Attorney Lee presented a settlementfrom an insurance company regarding sewage backup. <br />The company asks that the town contribute $6,750 towards the total settlement, which is $27,000 <br />split 75/25 between the insurance company and the town. <br />Councilman Swinney motioned to approve the settlement requested. Councilman Witt seconded. <br />The motion carried 4-0. <br />Town Attorney Lee presented an amendment to the Opioid litigation. The consortium has amended <br />
