<br />the building inspector's review of the plans. <br /> <br />'-- <br />Mr. Roger Caperton also came before the Mooresville Plan Com- <br /> <br /> <br />mission with a request to rezone from AG to P.D.D. - E, Bridge Street <br /> <br /> <br />and 67, Southeast corner. Mr. Caperton explained that Caperton <br /> <br /> <br />Development wanted to put a bank, a professional building, condominiums <br /> <br /> <br />or apartments in this area. <br /> <br /> <br />Mr. Alan Neitzbaum, 1187 Tiverton Drive, asked Mr. Caperton <br /> <br />to explain exactly what his plans were for this area, and if he <br />planned on putting apartments in this area. <br /> Mr. Caperton replied that he had plans to have a bank, an <br /> <br />emergency medical facility, a dental office, etc. in this area. <br />Caperton Development also explained that a feasibility study was <br />being done in this area and if there was a need for apartments in <br />this area they would put in apartments. <br />'-- <br />Ms. Lori Nale, 436 Tavistock Drive, explained that she had <br />moved from the city and the crime rate went up in areas with <br />apartments. <br />Mr. Gene Smith, 444 Tavistock Drive, voiced his concerns about <br />the traffic situation. <br />Mr. Ross Holloway, 431 Tavistock Drive, voiced his concerns <br />about having such an open zoning classification as a P.D.D. - E. <br />There were several comments from the floor concerning how <br />apartments might make property values go down. <br />Motion was made by Shirley Welker to make an unfavorable <br />recommendation on the proposed rezoning to the Town Council. A <br />second was made by Charles McGuire. Motion passed 5 -0, with <br />member Steve Edwards abstaining, and Vice-Chairman Abbott not voting. <br />~ <br />The Board called for a ten (10) minute recess at this point. <br /> <br />5 <br />
