<br />'-- <br /> <br />Street zoned residential. <br /> <br />Dennis Harrin of 240 White Lick Road questioned whether or not the <br /> <br />flood plain areas would be filled and if so how this might impact his <br /> <br />property by increasing flood waters. <br /> <br />Signe Nicholson advised that the <br /> <br />Department of Natural Resources would be the state body in charge of <br /> <br />evaluating the property that would fill in the flood plain. Bob Gregory <br /> <br />of 79l State Road 42 questioned the establishment of the buffer zone <br /> <br />boundary. <br /> <br />The board attorney advised how the buffer zone could be <br /> <br />expanded after its initial existence was established by the town in <br /> <br />1979. <br /> <br />Signe Nicholson then questioned the board's attorney concerning <br /> <br />'--' <br /> <br />whether or not the Plan Commission recommends annexations to the Town <br /> <br />Council. The board's attorney advised that there is no statutory <br /> <br />procedure for this, however, the Plan Commission is the arm of local <br /> <br />government which deals with planning and zoning and their opinion <br /> <br />should certainly impact any decision made by the Town Council. <br /> <br />Shirley Welker then read a letter from Mr. Bates concerning questions <br /> <br />on the Comprehensive Plan. Mr. Bates had requested Mrs. Welker to <br /> <br />raise these issues since he could not attend the meeting. <br /> <br />Mr. Bates <br /> <br />questioned whether or not the goal of retaining the small town charm <br /> <br />of Mooresville could be maintained when business and industrial re- <br /> <br />zoning were suggested along state road 67. <br /> <br />He also had questions <br /> <br />concerning the traffic on state road 67 and compared it to problems <br /> <br />they had had in Kokomo, Indiana on its bypass. <br /> <br />He felt that this <br /> <br />could create traffic problems off of Keys Road. Signe Nicholson advised <br /> <br />that the plan also addressed self-sufficiency by the town which would <br /> <br />be dependent upon business and industrial uses. She felt that the <br /> <br />business and industrial uses along the highway were certainly consistent. <br /> <br />'-- <br /> <br />-5- <br />
