<br />~ <br /> <br />~ <br /> <br />'- <br /> <br />. <br /> <br />or disapprove the plan since the Redevelopment Commission acted <br />upon it first and, basically, the Plan Commission's determination <br />was whether or not the Resolution and Redevelopment Plan conformed <br /> <br /> <br />to the plan of development for the Town of Mooresville and their <br /> <br /> <br />approval or disapproval of the Resolution and Plan was directed <br /> <br /> <br />towards this issue primarily. William Abbott questioned who Mr. <br /> <br /> <br />Stafford represented. He advised that he represented himself as a <br /> <br /> <br />property owner in the TIF district. Mr. Abbott advised that the <br /> <br /> <br />questions submitted should be directed to the Redevelopment Plan. <br /> <br /> <br />Mr. Stafford then responded that the reason he was here was <br /> <br /> <br />because he feels the Plan Commission acted improperly in approving <br /> <br /> <br />the Plan since no Master Land Use Plan had been passed and the <br /> <br /> <br />public hearing still had not been held. The Board's Attorney <br /> <br /> <br />advised that the Plan Commission based its decision on the <br /> <br /> <br />Resolution and Redevelopment Plan conforming to the plan of <br /> <br />development for the Town of Mooresville, not necessarily to any <br />existing or proposed Master Land Use Plan. The Board was then <br />polled as to the whether or not to proceed with answering these <br /> <br />questions, and the responses were as follows: William Abbott <br />chose not to address the issues, Robert Tucker stated that he felt <br />the questions were directed to the wrong body and didn't feel he <br />wanted to respond this evening, Dave Minardo said no, Vern Kimmel <br /> <br /> <br />stated he had no comment to make, Joel Beebe stated he did not <br /> <br /> <br />choose to comment on these at this time, Dave Barry felt that <br /> <br /> <br />proceduraly this matter should go to the Redevelopment Commission, <br /> <br /> <br />Shirley Welker stated that everyone knows how she had voted and <br /> <br /> <br />where she stood on this issue.
