Jay Haggerty of 321 Maple Lane stated that if the Plan <br /> <br /> <br />Commission has not voted on the Master Land Use Plan then they <br /> <br /> <br />have the cart before the horse in making any determination <br /> <br /> <br />concerning the Redevelopment Commission. Signe Nicholson stated <br /> <br /> <br />that the resolution and plan are inconsistent with the proposed <br /> <br /> <br />plan and felt that she was being asked to do something illegal. <br /> <br /> <br />In particular, to use the proposed plan as a reference before it <br /> <br /> <br />is passed. Signe stated that she would feel more comfortable <br /> <br /> <br />in waiting until the proposed Master Plan becomes the true Master <br /> <br />Plan. <br /> <br />She made reference to a letter from Mike Shaver she had <br /> <br />received the prior day and circulated the letter with her comments <br /> <br /> <br />attached to it. She emphasized that in Mr. Shaver's letter he <br /> <br /> <br />requested the Commission to come back with specific suggestions if <br /> <br /> <br />they disagree. Signe stated that she objects to the plan for the <br /> <br /> <br />reason that it calls for a finding of blight and a finding that <br /> <br /> <br />normal expansion would not take place when the expansion at <br /> <br /> <br />pioneer Pointe and Wooley Sawmill and the Mooresville Savings Bank <br /> <br /> <br />have all taken place without the TIF district being implemented. <br /> <br /> <br />She felt that it was wrong to use the term "blighted" just to get <br /> <br /> <br />money. She felt that using the tax increment finance law was not <br /> <br /> <br />proper when the ordinary operation of private enterprise could <br /> <br /> <br />correct these problems. William Abbott then stated that counsel <br /> <br /> <br />had advised them they had the authority to act on this matter and <br /> <br /> <br />that was satisfactory for him. William Abbott then moved for <br /> <br /> <br />finding that the resolution and the redevelopment plan conformed <br /> <br /> <br />to the plan of development for the Town of Mooresville and to <br /> <br /> <br />approve the resolution and plan as proposed. This was seconded by <br /> <br /> <br />Steve Edwards. The Chair called for the question with William <br /> <br />-9- <br />
