She showed the wells in the area <br />over a period of time and what they had produced, along with the <br />number of new wells. She also introduced the well records as an <br /> <br /> <br />exhibit along with a third exhibit of a petition from homeowners <br /> <br /> <br />in the area who were against the rezoning. Jack Hamilton <br /> <br /> <br />responded to this that the additional homes might assist other <br />homes in the area in getting utilities such as water and sewers <br />extended to the area. <br /> <br /> <br />Phil Smith responded that the contractor had checked the <br /> <br /> <br />current well on site and it produced 6 gallons per minute over a <br /> <br /> <br />period of 90 minutes. He also stated that there would only be 6 <br />residential units total and that the impact of this would not be <br />significant on such a vast area regarding traffic, water, or <br /> <br /> <br />septic systems. He stated that one of the units was already on a <br /> <br /> <br />well, the existing townhouse, and that it also had its septic <br /> <br /> <br />system in place. <br /> <br /> <br />The Board then proceeded to its discussion. Steve Edwards <br /> <br /> <br />advised that agricultural uses in the area could have an impact on <br /> <br /> <br />the ground water the same as 2 additional structures for <br /> <br /> <br />residential use as doubles. He felt that the issue was the <br /> <br /> <br />highest and best use of the ground. Bill Abbott stated that many <br /> <br /> <br />of the remonstrators considered this a rural area, but the buffer <br /> <br /> <br />zone does not distinquish between areas in the city and outside <br /> <br /> <br />the city, merely the highest and best use of land. Steve Edwards <br /> <br /> <br />advised that the owner would have to deal with the water use <br /> <br /> <br />problem.
