<br />'-- <br /> <br />'-- <br /> <br />The Board proceeded to a discussion and Warren Franklin ques- <br />tioned access. Dave Lawson advised that this must come from the <br />State. Joel Beebe then opened up the discussion to the floor with <br />Marilyn Fisher of 110 Charmil Drive stating that this use would <br />hurt property values in Charmil. Don Adams, an adjoining property <br />owner introduced a map as his exhibit, showing the location of his <br />property along with all surrounding properties to the ground in <br />question. Mr. Adams felt that the change from LB to GB would make <br />permanent wholesale changes in the area on into the future, due to <br />this setting a precedent. He gave a parallel of the property on <br />South Belmont in Indianapolis, where Halls Freightway currently is <br />located. He also questioned the entrance and exit across from <br />Charmil Estates. Mr. Adams pointed out that the difference <br />between LB and GB uses generally is based upon irritants such as <br />noise, dust, dirt and pollutions. He also pointed out that the <br />Rawlings' letter, introduced at the last hearing, showed that <br />this property owner was against the use. He felt that it was not <br />fair for ten percent of the land in the area to determine the <br />future use for the other ninety percent, and felt that the <br />rezoning would have a strong effect on the Master Land Use Plan. <br />Diana Grindean, of Century 21, stated that Mrs. Rawlings had <br />contacted her and had no real interest in the Mooresville area but <br /> <br /> <br />only in the highest price for her property. She felt that, in the <br /> <br /> <br />long run, Mrs. Rawlings would be selling her property, due to the <br /> <br /> <br />opinions expressed to her. Paul Bryant questioned the relevance <br /> <br /> <br />of the entryway and whether or not the Board should take this into <br /> <br /> <br />consideration.
