<br />/p <br /> <br />Mr. Turley asked Mr. Currens about suspension of such Grant monies like TIF for sewers <br />and billions in cuts to the schools from the Governor Budget short fall, does he foresee <br />we will have the money needed for such expansions with out TIP monies. Even if the <br />short fall of the current budget with the rise in taxes such as cigarette and gaming taxes <br />will Mooresville have the money it will need for growth! Mr. Currens said he could not <br />speak for the school systems. But yes on the treatment plant we do not depend on any of <br />those monies. We have always done our own; we have found it has been more efficient. <br />Actually through the bidding process we have been able to do it cheaper by doing it with <br />just local funding and we have been preparing for this. But like wise it will take some <br />time to do this, because you do not expand over night. Generally some things will be <br />impacted by this. There might be a sanitary rate increase for the users, but that is with <br />any kind of treatment plant expansion. The Town has been very responsible in that area, <br />they do not touch them and they do not raise them very often. He does not think the <br />State's condition will affect the town; the Town of Mooresville does not look to the State <br />to support us. Mr. Currens stated that the property tax does not go to improvement for <br />the treatment plant, because the treatment plant is not part of the Town budget. <br /> <br />Mrs. Turley asked if the Retirement Center that Sonny Perry is building, would put the <br />treatment plant past that capacity. Mr. Currens replied that he doubted the facility by <br />Mr. Perry would do that. The sanitary usage by a single-family residence is not huge in <br />abundance. <br /> <br />Nila Turley thanked the Board for listening to the residents and hoped they would <br />consider every thing they had to say. <br /> <br />Mr. Banning said he would like to clear up some of the concerns brought forward. The <br />construction will not go through the Grandview neighborhood. The entrance into <br />Grandview will be one of the last to be stubbed in. There will be traffic on Hadley Road. <br />Mr. Henderson said there is a five-section break down showing just where the <br />construction traffic would go. He had talked with Mrs. Humes and Mr. Mathis about the <br />capacity problem with the treatment plant and they stated there was no problem. The <br />development will not happen over night and should take about five years minimum build <br />out period. He had talked with Mr. Tutterrow talked about high-density and urban <br />sprawl. Do we allow high-density to eliminate urban sprawl and lose of farm ground or <br />de we spread everything out and allow urban sprawl to continue which will made <br />utilities, road ways and schools systems expand out even further. Their development is <br />very compatible with the development east of theirs. Lot sizes in Grandview are 10,000 <br />sq. ft and that is the same as the lot size for this development. He has plats to prove this <br />and the residents may see them. Schools are always an issue, with schools starting up <br />always have growth problems. This is not a Plan Commission issue, it may not sound <br />like a good answer, and in his mind they are their own tax entity. The Town is help <br />support where the growth goes and it is done in a good manner. But the schools are to <br />take care of the growth that happens within a community. According to the <br />Comprehensive Plan we are in a low-density area, but so is Grandview, Karrington, and <br />everything east of their area. He understands the Plan Commission now is proposing to <br />do a new Comprehensive Plan. He has the Plan and all around the county should be low- <br />
