1

density housing and Grandview falls in that area. Their commitments exceed what the
Grandview commitments are from the standpoint of them. The housing type is real close
if not the same as in Grandview. He has seen commercial development in the Town in
the last few years that would not have occurred if were not for the housing development
that as happened. He thinks that the Board has done a good job with placing housing
should go, by expanding infrastructure where it should go. Granted they want good
housing and they feel they are bringing a good product to us. They did not realize that
the Grandview residences had to pay for snow removal and street lighting. The
Homeowner Association stated that last year the Town started paying for part of the street
lighting and snow removal. Mr. Banning asked if it was due to the up grading of the
street lighting and was told that was true. He stated they would be agreeable to the same
set up with the Town.

Mr. Banning stated he did not realize there was such concern with development. He
would like to ask for a continuance until next meeting so they would be able to meet with
the residents of Grandview to discuss the issues. Mr. Henderson stated that the price of
their homes should start at about $98,000.00 and go up around the $140,000.00 range.
They do not have the final construction cost, but that is their intent.

Commissioner Williamson did not feel that they should grant a continuance for this
petition.

Commissioner Williamson, seconded by Commissioner Pygman, they do not allow a
continuance. Motion carri.ed~T_ L

Commissioner Williamson, seconded by Commissioner McGuire, to disapprove the /l
petition of the land for it is not in the best use of the land. Motion carried ~. s:- 2-

Next there would be no new notices sent out for the Jerry Smith two-lot minor plat st
1595 Greencastle Road.

Next was Chris Crouch petition for a three (3) lot minor plat at 1833 East Keys Road.
For the record Commissioner Crouch will with draw as a member of the Plan
Commission so he may deal with any issues that may arise, since he has a personal
involvement. He stated he had about five and one half acres that he would like to make
into three parcels. He is currently living in the original house on lot 2. He would like to
sell the house on lot 2, build a house on lot 1 and keep control of lot 3. Back in 1989
before the lot 3 was in the buffer zone, he had gone to the County Commissioners to have
the lot zoned B-1. It was not shown on any of the records, but he saw it in the minutes
for the Plan Commission. He has soil reports and driveway approvals. Lot 1 is 2.35
acres on which he proposes to build the new house. This meets with the Comprehensive
Plan for low-density housing. Mr. Young asked if everything was in the file and Mr.
Crouch said that was correct. Mr. Young asked if there were any question from the
Board members.
