<br />said growth won't come until demand, and county roads are the county's decision to <br />widen. The Town can't do anything about this, but you can't ignore the fact this is an <br />issue and in some instances it is a controlling factor. Ross Holloway said he thought the <br />Town needed to adopt a Thoroughfare Plan. Now it is left up to an engineer. He said the <br />county does not have a thoroughfare plan and he has to guess, they need a plan to say <br />how wide of a right of way. He went on to say he was not sure Mooresville was ready <br />for this yet and they would have to work with the county and this would be difficult. But <br />he doesn't think there is anything wrong with naming how much foot of right of way. <br /> <br />Commissioner Crouch-Housing and Services, Policy 1- states Residential land uses <br />should be located away from but convenient to business. Attorney Tim Currens said the <br />intent here was looking at the proximity to and with intent not overlap. He said you <br />wouldn't want children playing in the Marsh Parking Lot or an industrial area. Chris <br />Crouch said he thought the word 'buffer' should be used. Commissioner McGuire said <br />he liked the word 'buffer'. Attorney Currens said maybe we want to use both. He will <br />see if he can word this passage differently. <br /> <br />Commissioner Crouch- Housing and Services-Policy 7. He asked aren't schools and <br />Wastewater Treatment plant in the same category, they aren't going to do anything until <br />the demand was there. He said when the Jessup property came before the Plan <br />Commission, it was brought up the Wastewater Treatment Plant was at capacity. He said <br />he wanted to see this issue set aside. Attorney Currens replied most schools expand in <br />large segments when they know the growth is going to continue and this is the same with <br />the Wastewater <br />Treatment Plant. <br /> <br />Commissioner Crouch-Comprehensive Plan Implementation- he said he thought Policy 7 <br />ties in with Policy 2. He told the commission he was thinking, if, years down the road <br />growth is over because schools and the Wastewater Treatment Plant were near capacity. <br />Ross Holloway commented that if a developer gets a plat approved and can't get <br />wastewater treatment, water, etc. he might sit for five years and want an explanation. He <br />said he was not sure availability of utilities had anything to do with growth. Attorney <br />Tim Currens said Policy 7 addresses services of Police, Fire, Street, and Wastewater <br />treatment. The school is not included in this, as they are not under the Town's control. <br />Policy 2 intent is we don't want to get overwhelmed, he said maybe he could re-word. <br /> <br />Commissioner Crouch asked if Wastewater Treatment expansion was a Public Project <br />and Attorney Currens said yes, (new wording) the pace and scope of public projects <br />undertaken should be consistent with the ability to provide them. <br /> <br />Commissioner Crouch-pg. 22 Land Use, the fourth paragraph down states the extreme <br />eastern and western portion of the planning area are designated as residential. He asked <br />if they should have something in there about future business, especially in between <br />Highway 37 and Highway 67. Commissioner Bryant said he didn't know if they should <br />encourage that or not, the majority of that corridor is residential. He said he was talking <br />
