They will stipulate that they will meet the <br />county drainage ordinance. They understand according to the ordinance the parking area will <br />have to be a hard surface. They have applied for a driveway permit, but they also have the <br />driveway easement if they do not get the permit and they have sight distance both ways. They <br />know it has passed for a septic system, but know they would have to go to the state for approval <br />for on site waste disposal if that is required. <br /> <br />Commissioner Crouch asked if the parking would be off the front building line and Mr. <br />Holloway said the parking will be in front and the building will set back a considerable distance <br />from the road. They said they could easily get ten to fifteen car spaces. The parking lot will be <br />about 64' by 90'. Mr. Crouch asked it the property didn't slope off to the east and Mr. <br />Holloway said that it did. They will have to construct intercepting swails and on site retention <br />in the back. They know they will have to meet the county's drainage ordinance. <br /> <br />Mrs. Tomlinson asked how far back from the road would the building set and Mr. Holloway said <br />it would be about 130' from the edge of the road. She asked what the swail would look like and <br />he said they were grass drainage ways that are about three to four feet wide and eighteen inches <br />deep so they can be mowed and maintained. <br /> <br />Commissioner Bruner stated that he had talked with the Brown Township Fire Chief and he said <br />that depending if there was water there they would like to have a hydrant within what ever their <br />requirements were 500 to a 1,000 feet depending on the footage. They said they would work <br />with the Fire Department and address their concerns. <br /> <br />Commissioner McGuire asked if the restrictions were worded correctly for the covenant and Mr. <br />Holloway said they were open to any language with would allow them to sell the animal related <br />products that they stated. <br /> <br />Commissioner Crouch, second by Commissioner Bryant, made a motion to approve the <br />recommendation to the Town Council to approve the rezone for Robert Gregory property from <br />Agriculture to B-3 for Lot 2 on State Road 42 with the stipulation this will be a operating retail <br />store selling only agriculture related supplies, mainly animal feeds, animal supplies and other <br />similarly related products. Motion carried 8-0. The rezone will go to the Town Council on <br />March 16,2004. <br /> <br />Next Ross Holloway representing RSR Investments, known as Cougar Bag, was requesting a site <br />plan review for Lot 16 at Flagstaff Business Park. Mr. Holloway stated that Cougar Bag was <br />proposing to build a manufacturing facility on Lot 16 of Flagstaff Business Park. The <br />manufacturing building will be 27 ,000 sq. ft, office area of 1,800 sq. ft., parking area of <br />approximately 20 spaces with handicap spaces, and a loading dock on the south east comer of <br />the building. They will be depressing the building somewhat, the contour comes up into a hill <br />that rises very rapidly.
