MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />MONDAY, MARCH 7,2005,7:00 A. M. <br />The Mooresville Redevelopment Commission met on Monday, March 7, 2005, at 7:00 A. <br />M. at the Mooresville Town Hall. <br />Commission members present were Chairman Brian Nelson, Jim Ransome, Helen <br />Humes, and Mike Haskins. Jim Ellis was absent. Attorney Tim Currens was present. <br />John Taylor, Morgan County Economic Development Corp, presented a request for <br />PACMoore for $2,000 for an entrance road design from Holloway Engineering. This fee <br />includes submittal for an INDOT commercial drive permit. Not included in this fee is a <br />traffic study, if one is required, soil investigations, and direct expenses such as permit <br />fees, bonds, etc. PACMoore is using Holloway Engineering. Commissioner Humes <br />asked if this was an additional amount. John said this was included in the prior total <br />committed. This may change once all the costs are in and will be revisited with the <br />Indiana Economic Development Commission. <br />Kristin Kuk, PACMoore, told the commission this mo would not be eligible for the <br />State match. Also, PACMoore was not sure if sit esign and engineering was part of the <br />original total amount committed by the Redev pment Commission. We wanted to <br />make sure this was covered either way. He n Humes said we do have a pre commit <br />from Department of Commerce outlinin s and design and engineering work was <br />usually a part of the IDGF. Kristin sa' because of the way everything has proceeded the <br />application had to be submitted bef e you can begin the site designs. Kristin said they <br />were waiting for Holloway and o come back with final cost estimates on all of the <br />infrastructure and a couple of concerns were that the original estimates from Mooresville <br />might be a little low. All costs for design are to be in by March 21, 2005. The Dept. of <br />Commerce pre commit letter said based on the costs turned in thus far they would share <br />in them up to 40% or lesser of $182,500. Possibly if the estimates come back higher they <br />will look at this again and give a higher amount of match. John Taylor told the <br />commission this is one of the first successes in the State for IEDC and the sooner we get <br />to them the happier they are going to be to want to get something on the board for <br />themselves and he felt we would see a higher commitment from them. <br />Helen Humes asked if there were additional infrastructure costs than what had been <br />outlined previously. Kristin Kuk told the commission Holloway had found in doing <br />surveys and legal description of the property that the wastewater line only ran along the <br />rail side and cuts back to the east so probably there would be some additional minimal <br />cost to run the line west along the southern border of the property. It also looked like the <br />rail spur might be slightly more in terms of construction costs than was originally <br />anticipated. She thinks the improvements to the entrance might be a little less, so they <br />were hoping to come out even. <br />
