Judge Sterrett informed the Council of Legislative Bills before the Legislature: Olle would allow Town Courts to collect a $20.00 late fee on all infractions not paid on time. Bill 1209 would allow the Town Court to retain an additional 10% of Court Costs. Motion was made by Councihnan I'ygman, second by Councihnan Wa~thcn to approve paymcnt of the claims. Motion carried 5-0. M. at the Mooresville Town Hall. Council members present were: President Mark Mathis, Toby Dolen, John L. Clark, Tom Warthen, and Andy Pygman. Motion was made by Councilman Clark, second by Councilman Dolen to approve the February 2, 1999 minutes. Motion carried 5-0. Det. Allen and Patrol Officer Bill Snyder requested the support of the Council in seeking the possibility ora change in the State Statute for buy back years for the Police & Fire 77 Pension Plan. At the present buyback is to age 35. Fireman Darrell Brown said first step is legal. After much discussion, President Mathis said he would meet with the fire and police representatives to see what could be done and then come back to the Council with the information. Motion was made by Councilman Dolen, second by Councilman Clark to nominate Councilman Pygman and Councilman Warthen to the 1999 Health insurance Committee. Motion carried 3-0. Councilman Warthen abstained and Councilman Pygman opposed. Street Commissioner Joe Beikman reported he is filing for reimbursement money for the snow emergency in January. Motion was made by Councilman Dolen, second by Councilman Clark to approve Resolution 2, 1999 Federal Emergency Management Act naming Joe Beikman as representative. Motion carded 5-0. Motion was made by Councilman Dolen, second by Councilman Clark to approve Resolution /t3, 1999 State Emergency Management Act naming Joe Beikman as representative. Motion carded 5-0.
