<br />The Mooresville Town Council met in regular session on Tuesday, January 18, 2000, at 6:30 P.
<br />M. at the Mooresville Town Hall.
<br />
<br />Council members present were: President Mark Mathis, Andy l'ygman, Tom Warthcn, .loire L.
<br />Clark, and Toby Dolen. Town_ attorney Tim Currcns v, as present. Reverend Jell'Newton gave
<br />the invocation.
<br />
<br />Motion was made by Councilman Clark, second by Councilman Dolcn to approve minutes of
<br />December 29, 1999 and January 4, 2000 meetings. Motion carried 5-0.
<br />
<br />First on the agenda, Trevor Alabi from the Indianapolis Star, appeared betbrc the Council to
<br />discuss some issues with the delivering of U. S. Express. lte stated the intentions were not to
<br />cause trash from newspapers. Pam Davis, from Martinsville, is the manager of deliveries xvhich
<br />are done on Mondays, from 6 AM to 6PM. Mr. Alabi told the Council Ms. Davis will drive
<br />around and check delivery. Council will monitor progress tbr next two or three weeks.

<br />Next on the agenda was the Mead rezone from R-I to R-2 on South Street next to Woolcy's saw
<br />mill. President Mathis read from the comprehensive plan saying General Business on both sides
<br />of street to High Street. He said he reads it that entire area should remain residential until area is
<br />developed to General Business in it's entirety, tie said he did not read Industrial in thc passage.
<br />Town attorney, Tim Currens, told Council one structure only was allowed on a lot. If an owner
<br />wanted more structures, they would have to request a variance or minor plat. Motion was made
<br />by Councilman Warthen, second by Councihnan Dolen to overturn Plan Commission's
<br />recommendation and rezone property to R-2. Motion carried 4-1 with Councihnan Pygman
<br />opposed.

<br /> Warthen suggested the agenda have a closing date at end of business on Monday

<br />before the Council meeting one week later. Motion was made by Councilman Warthen, second
<br />by Councilman Dolen to close the Council agenda at end of business on Monday before the
<br />Council meets one week later, this is to include Plan Commission who ~neets on Thursday before
<br />the Tuesday Council meeting, any recommendations would have to wait until second council
<br />meeting of the month. Information has to pass on to Council immediately. Motion carried 5-0.
<br />
<br />President Mathis made two appointments: Board of Zoning Appeals, a four year terns-Jeff
<br />Justus. Term ends 12-31-2003 and Charles Benvick to a three year term for police
<br />commissioner. Motion was made by Councilman Warthen, second by Councilman Dolcn to re-
<br />appoint Charles Berwick to a three year term as Police Com~nissioner. Motion carried 5-0. This
<br />term will end December 31, 2002.

<br />Street Commissioner, Joe Beikman, reported the stop light at Bridge Street and Indianapolis
<br />Road is up and would be on flashers until Friday, January 2 l, 2000.
<br />
<br />Dan Tingle, Superintendent of Waste Water Treatment Plant, requested the submission of bids
<br />for a new sludge truck. Motion was made by Councilman Pygman, second by Councilman
<br />Dolen to advertise for bids. Motion carried 5-0. President Mathis asked Dan Tingle to inquire
<br />about a trade-in. President Mathis told the Council that himself, Dan Tingle, Councilman
<br />Pygman, and ttNTB were going to meet to discuss what is needed and when needed for future
<br />expansion.

<br />Animal Control Officer, Mark Taylor, was absent but left a report: thirteen (13) calls, five (5)
<br />impounds, and five (5) returns.
<br />
<br />Judge Sterrett gave the annual year end Court report to the Council for 1999. The Court handled
<br />$442,628.07 during the year. The Court generated $103,268.07 and cost the Town of
<br />Mooresville $18,923.52 to have Court in session.
<br />
<br /> EDC Director Harold Gutzwiller announced the Chambers were having their 3rd ltouse State
<br /> Legislature Session on Saturday, February 5, 2000, at 10:00 A. M. in the Mooresville Town ltall
<br /> Meeting Room. He also gave a report to Council with estimated population as of Janua~, 1,
<br /> 2000 of 10,648. He told the Council it was real important to have a verified Census Data for
<br />
