<br /> The Mooresville Town Council met in regular session on Tuesday, February 1, 2000, at 6:30 P.
<br /> M. at the Mooresville Town Hall.
<br />
<br /> Council members present: President Mark Mathis, Toby Dolen, John L. Clark, Tom Warthen,
<br /> and Andy Pygman. Town Attorney Tim Currens ,,vas present. No members were absent.
<br />
<br /> Motion was made by Councilman Clark, second by Councihnan Dolcn to approve minutes of
<br /> January 18, 2000 meeting. Motion carried 5-0.
<br />
<br /> First on the agenda, Jim Thorp from Mooresville Park District requested permission to spend
<br /> $6,700 from their Non-Reverting Capital Fund for a fence. This project is to complete an
<br /> agreement made at the time the Park purchased neighboring land. Motion was made by
<br /> Councilman Dolen, second by Councilman Clark to approve spending $6,700 frown the Non-
<br /> Reverting Capital Fund. Motion carried 5-0.

<br /> Next, Mr. Thorp reported to the Council that the Lions Club had made a request to the Park
<br /> Board to move Old Settler's Picnic from Old Town Park to Pioneer Park. Mr. Thorp said the
<br /> Park Board had approved this move contingent upon infra-structure. Electric and Water service
<br /> cost estimate: $21,000.00. This would allow the electric sen, ice to "loop" the entire park.
<br /> Restroom facilities cost: Front restroom: $75,000 and back restromn: $91,000.00, and to expand
<br /> the north entrance road, paving cost: $20,000. An approximate cost for lift station: $11,000.00.
<br /> Motion was made by Councilman Warthen to approve spending from Food & Beverage Fund
<br /> $41,000.00 for electric, water, and paving, and table the front and back restrooms until next
<br /> meeting. No second to the motion was forthcoming, motion died.

<br /> Councilman Dolen, second by Councilman Clark ~nade a motion to approve all ite~ns asked for
<br /> including restrooms, not to exceed $116,000.00 from Food and Beverage Fund. Two
<br /> councilman voted for and three Councilman voted opposed. Councilman Pygman, Councilman
<br /> Warthen, and Councilman Mathis opposed. The three councihnen told the Mooresville Park
<br /> District they needed more detailed costs and prints, at least three quotes instead of one quote,
<br /> and a permit approved by State to build in the floodway. Next, a motion was made by
<br /> Councilman Dolen, second by Councilman Wanhen to approve $41,000.00 from Food &
<br /> Beverage Fund for electric, water, and paving, and include need for more detail on construction
<br /> costs (three quotes) for the restrooms. Motion carried 5-0. Estimate letter is attached to
<br /> minutes.

<br /> Councilman Clark told the Council advertising was needed for cemetery mowing bids. Town
<br /> attorney Tim Currens will advertise.
