November 6, 1990 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br /> Tuesday, November 6, 1990 at 7:30 p.m. at the Mooresville Town Court. <br /> <br /> Council members present were Dick Heald, Steve Ballard, Pat <br /> Overholser, Jack Forbes and Steve Edwards No Council members <br /> were absent. · <br /> <br /> The minutes of the previous meeting were approved with one <br /> correction. Viser Sewer Cleaning should be Visu-Sewer Cleaning. <br /> <br /> Joe Neal spoke from the floor saying that neither he nor <br /> Barry Nelson had placed liens against anyone's property due to <br /> their actions. Tim Currens explained that this was not a lien but <br /> a "Cloud" on the Title which indicates a pending lawsuit. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Heald to approve the following transfer of funds: <br /> <br /> FROM AMOUNT TO <br /> EDC 2-162 Office Supplies $1,000.00 EDC 1-211 Overtime <br /> EDC 2-162 Office Supplies 200.00 EDC 1-262 Social Security' <br /> EDC 3-652 Equip. Repair 500.00 EDC 1-262 Social Security <br /> Tim Currens has been contacted by Steve Cox of Carpenter <br /> Realtors regarding property located at 332 S. Indiana Street. <br /> This property is zoned business instead of residential. Steve <br /> Edwards recalled that on an old map this was to be true but Tim will <br /> check it to clarify. <br /> <br /> Street Superintendent Joe Beikman recommended that the Council <br /> retain $4,720 from an Escrow Account from Caperton Development until <br /> .~ a sewer lien passes the required tests. Motion was made by Council- <br /> man Heald and second by Councilwoman Overholser. Motion carried <br />· unanamously. <br /> <br /> Steve Edwards indicated that he had received a call from a <br /> company wishing to purchase a tank that has held ferric chlorine <br /> at the town sewer plant. It may be necessary to accept at least three <br /> bids and sell to the highest bidder. Tim Currens will review the <br /> statutes concerning disposing of assets and advise. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Ballard to award the sewer cleaning contract to Sanders <br /> Building & Contracting, Inc. at a bid of $59 338.80 Motion carried <br /> unanamously. ' <br /> <br /> The Council discussed the problems of burning leaves. Council- <br /> man Heald feels the need to enforce Ordinance #6-1988 regarding <br /> this issue. Fife Chief Darrell Brown stated that citations become <br /> a judgement call.which many firefighters do not wish to make. Tim <br /> Currens will check into the ordinance to see if the language could <br /> be changed towards the issue of leaf burning. <br /> <br /> Economic Development Director Randy Haymaker reported that <br /> there are two new businesses in town. A radio controlled toy vehicle <br /> business and Lucas Fabric Shop are located down at Jack Ward's <br /> building. Haymaker reported that there was nothing new on the.Welch <br /> Lake Subdivision. Haymaker has notified Hendricks County officials <br /> of the town's requirements that County Line Road be upgraded be- <br /> tween State Road 267 and a bridge over White Lick Creek before <br /> annexation. Tim Currens indicated that any type of public indebtness <br /> needs to be checked as this carries over. <br /> <br /> Councilman Steve Ballard informed the council that there are two <br /> fire hydrants installed at the Caperton Development on the east side <br /> of State Road 67 and the new Bridge Street extension which are too far <br /> away from the curb. Fire Chief Brown noted that this distance could <br /> <br /> <br />
