February 6, 1990 <br /> The regular meeting of the Mooresville Town Council was held Tuesday, <br /> February 6, 1990 at 7:30 p.m. at the Mooresville Town Hall. <br /> <br /> Council members present were Dick Heald, Pat Overholser, Steve Ballard, <br /> Jack Forbes and Steve Edwards. No members were absent. <br /> <br /> The minutes of the previous meeting were approved as submitted. <br /> <br /> Candy Wagner appeared before the Council to report a break-in at Newcomer's <br /> Mini-Warehouse which resulted in the loss of all the property of Ms. Wagner's <br /> sister. Ms. Wagner inquired as to what the police are doing in regard to this <br /> situation. Police Chief George Ditton advised Ms. Wagner that the police <br /> routinley patrol the area in question and advise the owner when a warehouse has <br /> been broken into. <br /> <br /> Motion was made by Councilman Heald and second by Councilman Forbes to <br /> approve Ordinance #3-1990 an ordinance to rezone property for Roger Caperton, <br /> ETAL from Agriculture to General Business. Motion carried. <br /> <br /> The Council discussed the new precinct maps. Council Attorney Tim <br /> Currens advised the Council he has a meeting scheduled to discuss the possibility <br /> of revising the precinct boundaries to coincide with the town boundaries. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman Forbes <br /> to approve the expenditure of $140.00 to Independent Appraisals to have this <br /> company appraise the town property. Motion carried. <br /> <br /> Council Attorney Tim Currens advised the Council the Town had received a <br /> letter from Mr. William Kruegar in regard to the drainage problem & he had <br /> previously brought to the attention of the Council. <br /> <br /> The Council discussed the possibility of raising the speed limit on <br /> Bridge Street from 30 mph to 45 mph. Council tabled any action on this matter <br /> to allow for further study of this situation. <br /> <br /> EDC Director Randy Haymaker advised the Council that HNTB is conducting a <br /> feasibility study south of Mooresville on placement of sewer lines in that area. <br /> <br /> The Redevelopment Commission will meet Tuesday, February 13, 1990 at 7:00p.m. <br /> to study the land use plan for the town. <br /> <br /> Mr. Haymaker also advised the Council that House bill 1090, a bill to allow <br /> the Town of Mooresville to envoke a 1% food and beverage tax in Mooresville has <br /> passed the Indiana House of Representatives and is now awaiting a hearing in the <br /> Senate Finance Committee. <br /> <br /> 'Motion was made by Councilwoman Overholser and second by Councilman Heald <br />to approve the purchase of an easement from George Fields on the south side of <br />Bridge Street in the amount of $2,500.00 and an easement on the east side of <br />town on the Fields property in the amount of $6,000.00. The total for the two <br />easements from George Fields in the amount of $8,000.00. Motion carried. <br /> <br /> Motion was made by Councilman Heald and second by Councilwoman Overholser <br />to approve to contract for the volunteer firefighters. Motion carried. <br /> <br /> Council President Edwards appointed Councilman Ballard the Fire Commissioner <br />for 1990. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman Heald <br />to compensate the firefighters at time and a half for call back time. <br />Motion carried. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman Heald <br />to advertise for a new backhoe.
