Councilman Ballard second <br /> Motion carried unanamously. · <br /> <br /> Mr. Ron Gunsey of the Mooresville Junior Baseball League appeared before <br /> the Council to ask approval for the annual baseball league parade to be held <br /> Saturday, April 27, 1991 at 8:30 a.m. from the Mooresville Friends Church east <br /> on Main Street to Indianapolis Road. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman Edwards <br /> to approve the annual Baseball League Parade. Motion carried unanamously. <br /> <br /> Council President Heald discussed the possibility of donating $100.00 to <br /> the Indiana Merchant Marines which had been previously requested. <br /> <br /> Motion was made by Councilman Edwards and second by Councilwoman Overholser <br /> to approve a $100.00 expenditure to the Indiana Merchant Marines. <br /> Motion carried unanamously. <br /> <br /> EDC Director Randy Haymaker volunteered to make a personal donation to the <br /> Indiana Merchant Marines in the name of the Town of Mooresville in the amount of <br /> $100.00 to avoid this donation coming from tax money. The Council concurred. <br /> <br /> Council Attorney Tim Currens advised the Council that Crystal Flash had <br /> contacted him in regard to placing a monitoring well, to monitor a gasoline leak <br /> clean-up, in the parking lane of East Main Street north of the Maple lane-Main <br /> Street intersection. Mr. Currens advised Crystal Flash they will need to obtain a <br /> street cut permit and submit a letter to the Council releasing the town of all <br /> liability in this matter. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman Ballard to <br /> allow CryStal Flash a street cut permit on the basis all the above mentioned <br /> criteria are met. Motion carried unanamously. <br /> <br /> Mr. Currens advised the Council that he has contacted the towns accounting <br /> advisers, Umbaugh and Associates, in regard to allowing exemptions for lawn <br /> watering on sewer bills. Umbaugh will incorporate their findings on this matter <br /> in their upcoming rate study report. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman Edwards <br /> to approve Ordinance #7-1991 an Ordinance to Rezone 98.01 acres located south of <br /> Mooresville from agriculture to I2. Motion carried unanamously. <br /> <br /> Motion was made by Councilman Ballard and second by Councilwoman Overholser <br /> to approve an easement on the Bullock property on Indianapolis Road for sidewalks. <br /> Motion carried unanamously. <br /> <br /> Street Superintendent Joe Beikman advised the Council of discussion which has <br /> taken place in regard to the town replacing home owners sidewalks when the town <br /> replaces public sidewalks which cause a private walk not be level with the public <br /> walk. This work is done at the home owners expense. The town has contacted our <br /> insurance carrier to verify our insurance of town employees while doing this work <br /> and Indiana Association of Cities and Towns to insure the legality of this practice. <br /> The concensus of the Council was to continue this service. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman Edwards <br />to have Street Superintendent Joe Beikman attend the Board of Zoning Appeals <br />meeting, April 17, 1991 to object to the variance which Caperton Development <br />is applying for in regard to sidewalks in Roberson Village Subdivision. <br />Motion carried unanamously. <br /> <br /> EDC Director Randy Haymaker advised the Council that the tax rate for the <br />Town of Mooresville is not the highest municipal rate in the county. Morgantown <br />currently has the highest municipal tax rate, after adjusting the park rate, <br />which is a township rate, from the Town of Mooresville and the city park rate <br />from Martinsville Mooresville's municipal rate is third among county municipalities. <br /> <br /> <br />
