106 <br /> <br /> January 15, 1991 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br /> Tuesday, January 15, 1991 at 7:30 p.m. at Mooresville Town Hall. <br /> <br /> Council members present were Dick Heald, Pat Overholser, Steve <br /> Ballard. Jack Forbes and Steve Edwards. No council members were <br /> absent. <br /> <br /> The minutes of the previous meeting were approved as sub- <br /> mitted. <br /> <br /> Mr. & Mrs. Harry Sarkine, 870 Edgewood Drive appeared before <br /> the Council in regard to barking dogs in their neighborhood. <br /> Mr. Sarkine inauired about who was responsible for enforcin~ the <br /> ordinance in regard to barking dogs. Council attorney Tim Currens <br /> advised the Sarkine's that he would research this matter and <br /> advise them of his findings. <br /> <br /> Council President Steve Edwards entertained a motion for a <br /> Council President for 1991. Councilwoman Overholser nominated <br /> Councilman Dick Heald Council President for 1991, Councilman Ballard <br /> second. Motion carried unanamously. <br /> <br /> Councilman Heald made a motion to nominate Councilman Steve <br /> Ballard Vice-President for 1991, Councilwoman Overholser second. <br /> Motion carried unanamouslv. <br /> Motion was made by Councilman Ballard and second by Council- <br /> woman Overholser to aporove the contract for the Mooresville <br /> Senior Center in the amount of $5,000.00 for 1991. <br /> Motion carried unanamously. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Forbes to void the release of the escrow funds for Caperton <br /> Development's Mooresville Town Center and Roberson Woods which <br /> had been approved at the December 18, 1990 Mooresville Town Council <br /> meetinz. Motion carried unanamously. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Forbes to hold $5,250.00 from the Mooresville Town Center, <br /> Phase 1 and $42,945.00 from the Roberson Woods, Phase 1 escrow <br /> accounts. Motion carried unanamousl¥. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman <br /> Forbes to approve Ordinance #2-1991 An Ordinance Vacating an <br /> Alley off Lockerbie Street. Motion carried unanamously. <br /> <br /> Motion was made by Councilwoman Overholser and second by <br /> Councilman Edwards to approve Resolution #1-1991 a resolution to <br /> approve a fiscal Dian to approve annexation of property contiguous <br /> to the Town of Mooresville. Motion carried unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Council- <br /> man Ballard to approve Ordinance #3-1991 An Ordinance to annex <br /> approximately 13 acres of property east of State Road 67 belonging <br /> to Kendrick Hospital. Motion carried unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Council- <br /> woman Overholser to appoint Vernon Kimmel to the Mooresville <br /> Board of Zoning Appeals as a Plan Commission member for a term <br /> of four years to start January 1, 1991 and expiring December 31, <br /> 1994. Motion carried unanamously. <br /> <br /> Council President Dick Heald appointed Alan Kramer to the <br /> Mooresville Board of Zoninz Appeals as a non-plan commission <br /> citizen member for a term of four years startinz the first Monday <br /> in January, 1991 and continuing through December 31, 1994. <br /> <br /> Motion was made by Councilwoman Overholser and second by <br /> Councilman Ballard to appoint Stephen A. Edwards, William Abbott <br /> and David Minardo to the Mooresville Plan Commission, these ap- <br /> pointments are to run from the execution of this appointment through <br /> <br /> <br />
