108 <br /> February 5, 1991 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br /> Tuesday, February 5, 1991 at 7:30 p.m. at the Mooresville Town Hall. <br /> <br /> Council members present were Pat Overholser, Steve Edwards, <br /> Steve Ballard, Jack Forbes and Dick Heald. No Council members were <br /> absent. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman <br /> Ballard to approve the minutes of the previous meeting as submitted. <br /> Motion carried unanamously. ~-~ <br /> <br /> Mr. Dave Rihm of the St. Thomas More Knights of Columbus re- <br /> quested a road block for May 4, 1991 for the annual Tootsie Roll Drive. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman <br /> Forbes to approve Mr. Rihm's request. Motion carried unanamously. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Ballard not to allow roadblock's on June 1, 1991 due to the high <br /> school commencement. Motion carried unanamously. <br /> <br /> Mr. Russell Warren, 904 Ridgewood Drive, Plainfield, Indiana <br /> appeared before the council requesting that the east-west alley north <br /> of Washington Street be given a name to enable the post office to <br /> assign addresses to houses being constructed on the alley. <br /> <br /> In the absence of town attorney Tim Currens motion was made by <br /> Councilwoman Overholser and second by Councilman Ballard to table <br /> this request until the next meeting. Motion carried unanamously. <br /> <br /> Ms. Rachael Grooms, 73 Crestwood Drive, Mooresville, appeared <br /> before the council to advise them of the problem with dogs running <br /> loose in the north addition. The Council advised Ms. Grooms they <br /> would look into the situation. <br /> <br /> The first public hearing for a Community Focus Fund Grant was <br /> held. Economic Development Director Randy Haymaker advised the Council <br /> that funds from the Community Focus Fund will only be used for sewer <br /> rehabilitation. There were no remonstrators present at the hearing. <br /> <br /> The second public hearing for the Community Focus Fund Grant will <br /> be held Tuesday, February 12, 1991 at 7:30 p.m. at the Mooresville <br /> Town Hall. <br /> <br /> Council President Richard Heald announced the appointment of Ted <br /> Cook to the Morgan County animal control board. <br /> <br /> Motion was made by Councilwoman Overholser and second by Council- <br /> man Forbes to send a letter to the Indiana Department of Environmental <br /> management stating the town's concern in regard to the new NPDES permit <br /> fees. Motion carried unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Councilwoman <br /> Overholser to re-appoint Steve Orme Waste Water Treatment Plant Super- <br /> intendent. Motion carried unanamously. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman <br /> Edwards to re-appoint Joseph Beikman Street Superintendent. <br /> Motion carried unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Councilwoman <br /> Overholser to re-appoint Randy Haymaker Economic Development Director. <br /> Motion carried unanamously. <br /> <br /> Motion was made by Councilman Ballard and second by Councilman <br /> Forbes to re-appoint George Ditton Chief of Police. Motion carried <br /> unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Councilwoman <br /> Overholser to re-appoint William Abbott Town Engineer. <br /> Motion carried unanamously. <br /> <br /> <br />
