176 <br /> <br /> Council President Ballard appointed Mike Ballart to fill the <br /> vacancy on the Mooresville Redevelopment Authority to fill the <br /> vacancy created by member Jerome Witte moving outside the Mooresville <br /> Town limits. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman <br /> Viles to re-appoint all the Town Department Head for 1993. <br /> Motion carried unanimously. <br /> <br /> Council President Ballard appointed Councilman Viles as <br /> Assistant Police Commissioner for 1993. All other Council Commission ~ <br /> appointments will remain the same as 1992. <br /> <br /> Economic Development Director Randy Haymaker advised the Council <br /> that the public hearing for G. R. Wood's abatement will be held the <br /> first regular meeting in February. A six year abatement on real <br /> property and a five year abatement on personal property will be the <br /> subject of the public hearing. <br /> <br /> Councilman Edwards advised the Council that the County Commissioner's <br /> were relunctant to release the Economic Development Income Tax (EDIT) <br /> to the City of Martinsville. This tax had been assigned to the county <br /> to support the jail bond with the understanding that when the bonds <br /> were retired the tax could go to the local taxing units for local use. <br /> Councilman Edwards stated the Town of Mooresville does not want the <br /> EDIT tax rescinded and would take all measures necessary to acquire <br /> the tax for the Town of Mooresville at the end of the current jail <br /> bond issue. <br /> <br /> Animal Control Officer Mark Taylor advised the Council that he <br /> had received nine (9) calls, zero (0) impounded. Mr. Taylor stated <br /> that for 1992 he had received 363 calls, 193 impounded and 53 returned <br /> to their owners. <br /> <br /> The Council discussed possibilities of securing the Town parking <br /> lot on West Harrison Street in lieu of recent vandalism in the ~ <br /> parking lot. They will investigate the possibility of additional <br /> lighting and possibility of a security camera in the parking lot. <br /> <br /> Motion was made by Councilman Edwards and second by Councilwoman <br /> Overholser to increase the charges for opening and closing graves in <br /> the Mooresville Cemetery to the following: Adult grave: $300.00, <br /> child grave $125.00, cremation $75.00, Sunday or Holiday $100,00, <br /> less than forty-eight hours notice $100.00. Motion carried unanimously. <br /> <br /> Motion was made by Councilman Heald and second by Councilwoman <br /> Overholser to pay the bills and claims. Motion carried unanimously. <br /> <br /> The Mooresville Town Council will meet in regular session <br /> Tuesday, January 19, 1993 at 7:30 p.m. at the Mooresville Town Hall. <br /> <br /> There being no further business to come before the Mooresville <br /> Town Council at this time motion to adjourn was made by Councilman <br /> Viles, second by Councilman Edwards. <br /> <br /> Pr~%~dent <br /> <br /> ATTEST: <br /> <br /> ~lerk-Treasurer~ <br /> <br /> <br />
