176 Council President Ballard appointed Mike Ballart to fill the vacancy on the Mooresville Redevelopment Authority to fill the vacancy created by member Jerome Witte moving outside the Mooresville Town limits. Motion was made by Councilman Edwards and second by Councilman Viles to re-appoint all the Town Department Head for 1993. Motion carried unanimously. Council President Ballard appointed Councilman Viles as Assistant Police Commissioner for 1993. All other Council Commission ~ appointments will remain the same as 1992. Economic Development Director Randy Haymaker advised the Council that the public hearing for G. R. Wood's abatement will be held the first regular meeting in February. A six year abatement on real property and a five year abatement on personal property will be the subject of the public hearing. Councilman Edwards advised the Council that the County Commissioner's were relunctant to release the Economic Development Income Tax (EDIT) to the City of Martinsville. This tax had been assigned to the county to support the jail bond with the understanding that when the bonds were retired the tax could go to the local taxing units for local use. Councilman Edwards stated the Town of Mooresville does not want the EDIT tax rescinded and would take all measures necessary to acquire the tax for the Town of Mooresville at the end of the current jail bond issue. Animal Control Officer Mark Taylor advised the Council that he had received nine (9) calls, zero (0) impounded. Mr. Taylor stated that for 1992 he had received 363 calls, 193 impounded and 53 returned to their owners. The Council discussed possibilities of securing the Town parking lot on West Harrison Street in lieu of recent vandalism in the ~ parking lot. They will investigate the possibility of additional lighting and possibility of a security camera in the parking lot. Motion was made by Councilman Edwards and second by Councilwoman Overholser to increase the charges for opening and closing graves in the Mooresville Cemetery to the following: Adult grave: $300.00, child grave $125.00, cremation $75.00, Sunday or Holiday $100,00, less than forty-eight hours notice $100.00. Motion carried unanimously. Motion was made by Councilman Heald and second by Councilwoman Overholser to pay the bills and claims. Motion carried unanimously. The Mooresville Town Council will meet in regular session Tuesday, January 19, 1993 at 7:30 p.m. at the Mooresville Town Hall. There being no further business to come before the Mooresville Town Council at this time motion to adjourn was made by Councilman Viles, second by Councilman Edwards.
