Mr. Ross Holloway appeared before the Council on behalf <br />of Max Kendall, developer of Town View Apartments, requesting <br />permission to access the Town's sewer system. Town View <br />Apartments will be located on south State Road 67. Town View <br />Apartments will have eighty-eight units. The sewer availability <br />fee for this project will be $77,440.00 in accordance with <br />the Town's availability ordinance. Fifty percent of this fee <br />will be payable prior to approval of the Planned Unit Development <br />and fifty percent payable prior to the issuance of a building <br />permit for this project. <br /> <br /> Motion was made by Councilman Wright, second by Councilwoman <br /> Overholser that in accordance with the Town's sewer availability <br /> ordinance Town View Apartments will be allowed to access the Town's <br /> sewer system at a fee of $77,440.00 based on .8 Equivalent <br /> Dwelling Unit per apartment. Motion carried unanimously. <br /> <br /> Mr. Chris Badger of Grace Missionary Church appeared before <br /> the Council to present plans for the lift station which will be <br /> installed on the church property and owned and maintained by the <br /> church. This lift station will enable the church to access the <br /> Town's sanitary sewer system and continue with the church's plans <br /> for annexation to the Town of Mooresville. <br /> <br /> Town attorney Tim Currens advised the Council that a contract <br /> for maintenance of the lift station will need to be executed <br /> between the Town and Grace Missionary Church and that contract <br /> will need to be part of Grace Missionary Church's annexation plan. <br /> <br /> Mr. Badger was advised that Grace Missionary Church will be <br /> charged for two Equivalent Dwelling Unit's or $2,200.00 as <br /> stipulated by the Town's sewer availability ordinance. <br /> <br /> Motion was made by Councilman Viles, second by Councilman <br /> Wright to approve the Grace Missionary Church plan for annexation <br /> contingent upon a contract for maintenance of the proposed lift <br /> station being a part of the annexation plan. Motion carried unanimously. <br /> <br /> Mr. Arvin Hopkins appeared before the Council requesting the <br /> Council set the sewer availability fee for the proposed restaurant <br /> Mr. Hopkins plans on building at Town Center. <br /> <br /> Sewer Collection Superintendent Joe Beikman advised the Council <br /> that according to the Town's sewer availability ordinance this <br /> facility would be assessed an availability fee based on the number <br /> of seats in the restaurant. Comparing the water usage of like <br /> restaurants in the Town of Mooresville Mr. Beikman advised the <br /> Council that Hopkins Steakhouse should be assessed $14,000.00 <br /> sewer availability fee. The total sewer availability fee for <br /> Hopkins Steakhouse will be payable prior to the issuance of a <br /> building permit due to the fact final plat approval has all ready <br /> been adopted. <br /> <br /> Motion was made by Councilman Wright, second by Councilwoman <br /> Overholser to establish the sewer availability fee for Hopkins <br />.Steakhouse at $14,000.00 based on the water usage figures <br /> of comparable businesses. Motion carried unanimously. <br /> <br /> Mr. Jeff Allen, 220 E. Washington Street, Mooresville Welding <br /> appeared before the Council requesting a storm drain be installed <br /> in front of his business due to continual pooling of water. <br /> Street Superintendent Joe Beikman stated that the drainage problem <br /> in this location has been compounded by Mr. Allen adding gravel <br /> in front of his business and putting concrete along the ditch <br /> which runs by the railroad. <br /> <br /> Council President Heald appointed Councilman Pygman and <br /> Joe Beikman to meet with Mr. Allen to work on a solution to <br /> the drainage problem at 220 E. Washington street. <br /> <br /> Council President Heald appointed Councilman Wright, <br /> Councilwoman Overholser and Joe Beikman to a committee to review <br /> the availability ordinance in regard to the fees charged to businesses <br /> and industry. <br /> <br /> <br />
