365 <br /> <br /> August 19, 1997 <br /> <br /> The Mooresville Town Council met in regular session oil Tuesday, August 19, 1997, at 7:30 P. M. <br /> at the Mooresville Town Hall. <br /> <br /> Council members present were: President Mark Mathis, Astdy Pygman, Toby Dolen, Bill Wright, <br /> and Jim Hensley. <br /> <br /> Motion was made by Couneihnan Wright, second by Councihnan Dolen to approve tho nfinutes of <br /> file August 5th and the August 12th mcetings. Motion c,'uxied 5-0. <br /> <br /> Scott Miller of Umbaugh & Associates addressed fl~e Co~cerm~~e audit their company <br /> was hired to complete. One finding had Io do wilh the0~ct $~2fJo~0b'~oe/ded <br /> to <br /> be <br /> transferred <br /> from Sewer Operating to Sewer Sittldng. This money iM,~bac~ond payments only and <br /> will make file Town in compliance with the Bond Ordinance. This transfer will be signed at the <br /> next meeting. Another finding of the Audit disclosed the fact the sewer rates need raised 14%. <br /> There has not been a sewer increase since 1984. The Council will review fl~e information and act <br /> on at a later date. <br /> <br /> Ken Fisher of $outhbridge Crossing requested financial help with file sewer extensions on the <br /> lateral lines. These six extensions need raised 12 feet. A request had been made for a retention <br /> pond also, but has been changed because tho developers feel fl~ is a private issue. The manhole <br /> sewer extension cost is $15,000, the oilier request for a 24 inch drainage line off site along the <br /> State Highway cost is $45,000., ,'md the 42 indl drain pipe and flapper valve cost is $100,000. <br /> The 42 inch and thc 24 inch drain pipe lh~e will help approximately t~venty business on both sides <br /> oft-lighway 67 keep from having flood water problems. Town Attorney Tim Currens told file <br /> Council the Food & Beverage Money could be loaned, given, or rented on pat or all of the <br /> request. After much discussion, Councilman Bill Wright made a motion to propose using the <br /> Food & Beverage Money to do the 24 inch drain pipeline and the sewer manhole extensions. The <br /> motion died for lack of a second and was tabled to the next meeting on August 26, 1997. <br /> <br /> Next, before the Council the tin'ce hcalfll insurance companies presented their plans. After much <br /> discussion, Councilman Dolen said he felt the employees deserved a Cadillac insurance plan and <br /> lie made a motion to keep the CoreSource Plan wifll Fidelity Security. The motion was secon&d <br />· by Councilman Pygman. Motion c,'uxied 3-2. Councilman Hensley opposed and Councilman <br /> Maflfis abstained. <br /> <br /> Some residents new to the area and have new homes in Grandview Addition asked the Council <br /> about their sewer bill. These residents had been watering thek new lawns and the sewer bills were <br /> approximately $130.00 for one month. They wanted to know if they could get an adjustment. <br /> Prosident Mathis explained our ordinance as written several years ago did not allow for this. <br /> <br /> Councilman Andy Pygman reported to the Town Council the recycling bins would not work next <br />· to the Street Oarage became it is their parking lot. The Park would rather not have the recycling <br /> bins at that location, the United Water Company nfight be interested ff the Town would consider <br /> going hah, es on a privacy fence between the Su'eet Garage and the Water Company building, then <br /> <br /> maybe the bins could be hid behind thc privacy fence. After some ~scussion the issue was tabled <br /> to the next meeting. <br /> <br /> Town Attorney Tim Cm:rens presented the Council with the SB-1 and Findings of Fact for the <br /> Molex Corporation. <br /> <br /> Motion was made by Councilman Wright, second by Councihnan Hensley to approve the SB-1 for <br /> Molex Corporation. Motion carried 3-2. Councihnan Dolen and Coundlman Pygman opposed. <br /> <br /> Motion was made by Councihnan Wrigl~t, second by Councihnan Hensley to approve file <br /> Findings of Fact for Molex Corporation. Motion can'kd 3-2. Councilman Dolen and Councilman <br /> Pygman opposed. <br /> <br /> <br />
