July 7, 1998 <br /> <br /> The Mooresville Town Council met in regular session on Tuesday, July 7, 1998, at 7:30 I'. M. at <br /> the Mooresville Town Hall. <br /> <br /> Council members present were: President Mark Mathis, Toby Dolen, Bill Wright, ,lira i lcnsley, <br /> and Andy Pygman. No members were absent. <br /> <br /> First on the agenda was the Susan Neeley rezone from Res. to B-I. This property is located at <br /> 3081 St. Rd. 144. Several residents were at the meeting to oppose. Motion was made by <br /> Councilman Wright, second by Councilman Dolen to accept the Plan Commission's <br /> recommendation and approve the rezone. Motion carried 3-2. Councilman Hensley and <br /> Councilman Pygman opposed. <br /> <br /> Ross Holloway ofHolloway & Assoc. presented the Fritch rezone on St. Rd. 144, fron~ Agric. to <br /> B-2. The owners want to increase the size of the Garden Shop and add ceramics. The property <br /> needs the rezone to appraise higher to get the loan needed for improvements.. Several residents <br /> spoke against the rezone. Motion was made by Councilman Hensley, second by Councilman <br /> Pygman to accept the Plan Commission's recommendation and to deny the rezone. Motion <br /> carried 3-0, with Councilman Dolen and Councilman Wright abstaining. <br /> <br /> Next Holloway & Assoc. presented the Swinney Bros. Exc. Rezone of 13.192 acres iocaled <br /> between Collett Acres and Collett Meadows from Agric. to R1C. Motion was made by <br /> Councilman Hensley, second by Councilman Wright to follow the recommendation of the Plan <br /> Commission and approve the rezone. Motion carried 4-1. Councilman Mathis opposed. <br /> <br /> Next, Mr. Geilsking representing Blair, presented the rezone request for property at 1591 St. Rd. <br /> 144 from Agric. to R-3. Mr. Blair is wishing to construct apartments for the elderly and disabled <br /> thru HUD Section 42. After some discussion, motion was made by Councilman Pygman, second <br /> by Councilman Dolen to deny the request for rezone. Motion carried 5-0. <br /> <br /> Jack Abbott appeared before the Council to request hook-on to the Sewer for his mother living <br /> on Crosby Road. Lowell Swinney has installed the main. Several other houses are wishing to <br /> hook on also. Inspector Joe Beikman wants a maintenance agreement for the main betweim the <br /> houses that do hook on. Any house hooking on would have to waive remonstrance to amlexation <br /> into Town of Mooresville. Motion was made by Councilman Hensley, second by Councilman <br /> Wright to approve the hook-on. Motion carried 5-0. <br /> <br /> Police Dept.: Roof Bids were opened as follows: <br /> <br /> Hartford, Inc.-- $28,457.50 <br /> JeffGilliam Inc. $27,600.00 <br /> The third bidder withdrew at the last minute because he did not have the manpower. Town <br /> Attorney Tim Currens told Commissioner Warthen to get in writing from the bidder why he <br /> withdrew for documentation. Motion was made by Councilman Dolen, second by Councilman <br /> <br /> Wright to accept the bid from Gilliam, Inc. because it was the low bid. Motion carried 5-0. <br /> <br /> Police Commissioner Tom Warthen explained to the Council the County was requesting <br /> Mooresville participate moneywise in the building of a gun range located on Martinsville <br />,--.-- property. The cost would be $6,000.00. There would be no fees for using the range. Some of <br /> the Council members wanted to check on fee prices for the gun range in Plainfield before <br /> committing. <br /> <br /> The Town of Mooresville had received $ 900 from the SheriWs Dept. for an investigation the <br /> Mooresville Police had been involved in. The State Board of Accounts said this check had to be <br /> receipted into the General Fund, then an additional appropriation done for the Police to be able <br /> to use the money. The Council did not wish to additional appropriate at this time. <br /> <br /> <br />
