AUGUST 4, 1998 <br /> <br />The Mooresville Town Council met in a regular scheduled session on Tuesday, Augusl ,I, <br />at 7:30 P. M. at the Mooresville Town Hall. <br /> <br />Council members present were: President Mark Maths, Toby Dolen, Jim Hensley, and Andy <br />Pygman. Council member Bill Wright was absent. Town Attorney Tim Currens was lUeSent !."~ <br /> <br />Motion was made by Councilman Hensley, second by Councilman Dolen to approve the minules <br />of the July 21, 1998 Council meeting. Motion carried 4-0. <br /> <br />Charles McGlacken representing the Pioneer Country Estates Hmneowners Association appea~ed <br />before the Town Council to request upgraded protective lighting xvith the Town of Mooresville <br />entering into a contract agreement similar to the Roberson Woods and Roberson Village lighting <br />contract. The Association was requesting nine lights, but Inspector Beikman said the streets had <br />not been dedicated to the Town as of yet, and the Town would probably only put up live (5) <br />Cobra heads. Mr. McGlacken will meet with the Building Inspector and will atlend Ibc Augus! <br />18, 1998 meeting. <br /> <br />Dean Mayfield presented the renewal for the Health Insurance Plan and suggested the Tmvn <br />include all elected persons on the Health Plan and take Option # 2, effective 9-1-98. The <br />maximum plan cost figure is $ 428,937.62 and expected cost figure is $367,587.17. <br /> Motion was made by Councilman Hensley, second by Councihnan Doicn to approve {.)pliml '2 <br /> with all elected officials included. Motion carried 4-0. <br /> <br /> Ross Holloway ofHolloway & Assoc. requested reimbursement for the North Madison Crossing <br /> and Collett Acres III for offsite work. Presently, there is no contiguity and property cannot be <br /> annexed. The property needs to place a larger regional lift station and force main back. They <br /> need a commitment from the Council for this project. Motion was made by Councilman <br /> Hensley, second by Councilman Dolen to go ahead with submittal of three bids, subject to Town <br /> Approval of drawings submitted to the Town prior to construction. <br /> <br /> Motion was made by Councilman Dolen, second by Councilman Hcnslcy to rezone thc <br /> Weliever-Yeager pFoperty from Agric. to I-1. Motion carried 4-0. <br /> <br /> President Mathis asked the Council if they had any problem with him sending thc letter the <br /> Council had before them and they said no. <br /> <br /> Police Commissioner, Dennis Kneirim reported to the Council they had a job description ready <br /> for the Captain's position, but the Council needs to create and fund a salary for this position. <br /> Also, if someone is taken offthe street to fill this position and they want to keep so many <br /> Patrolman on the street, they would need another Patrolman position. <br /> <br /> EDC Director Harold Gutzwiller reported July 23, 1998, bids were opened for thc B~ookmme <br /> <br /> Sewer Project and August 17th, 1998 would a meeting for the release of funds. <br /> <br /> Animal Control Officer, Mark Taylor, reported twenty-nine (29) calls, seven (7) impoul~ds, and <br /> four (4) returned. <br /> <br /> The re-bids for the Animal Kennel were opened: These were for: 24 x 30 building, t_)ption 2 <br /> added rough-in for restrooms and office, and Option 3 included everything finished. <br /> The third bidder did not respond. <br /> <br /> TOP TO BOTTOM: Included Option 2 $35,000.00 <br /> BROYER CONST. Option 1 25,083.00 <br /> Option 2 34,870.00 <br /> Option 3 40,930.00 <br /> <br /> Motion was made by Councilman Pygman, second by Councilman Dolen to approve thc bid <br /> from Top to Bottom because of the concrete walls --will be better maintained and ~m,~,: <br /> conducive to the Town's purposes. Motion carried 4-0. <br /> <br /> <br />
