Motion to close East Main Street from Indiana St. to Clay Street on July 18, 2006 for <br />Business After Dark was made by Councilman Clark, second by Councilman Bryant. <br />Motion carried S-0. <br />Motion to, transfer $170,000.00 from Fund 301 to Fund 304 was made by Councilman <br />Clark, second by Councilman Dolen. Motion carried S-0. <br />Councilman Clark stated the he had an Ordinance from the City of Lebanon which allows <br />golf carts on city streets. Mr. Currens, Town Attorney, said he would need to see if there <br />are any state regulations for golf cars on town streets. I-Ie would like the Council to <br />review the ordinance and they would discuss it at the July 11, 2006 meeting. <br />Councilman Worthen said the first meeting in July would fall on July 4a' and asked the <br />council if they were in favor of having a meeting on July 11t'` and July 18, 2006. <br />Councilman Bryant asked about areas in the Redevelopment district, basically the area <br />east of Indiana Street, where a business is currently and would it be in the best interest of <br />the district to relocate that business to another TIF district. 1VIr. Currens said it depends <br />on the way the plan is written whether they can help with street scaping and Mr. Bryant <br />said he would get with Mr. Currens on what they can do. Councilman Bryant would <br />like to have Redevelopment help with the installation of all curbs and sidewalks in town. <br />Councilman Clark said he would like to have East Harrison Stxeet finished for the open <br />house on the new town hall. Councilman Worthen said he would go to the <br />Redevelopment Board and tell them this is top priority on the list. <br />Councilman Shields presented the policy for the employee identification cards for full <br />time and certain part time employees. <br />Motion to approve the policy far employee identification cards was made by Councilman <br />Dolen, second by Councilman Bryant. Motion carried S-0. <br />Councilman Worthen said that Ordinance S, 2003 restricting the use of town streets, <br />needed some defining and Mr. Currens said under the definition section the right-of way <br />is defined as any property awned by the Town of Mooresville joining any street or alley. <br />Councilman Worthen asked Mr. Beikman if he had heard anything from the landscaper <br />about the new parking lot and Mr. Beikman said he had not. <br />Councilman Bryant asked Mr. Beikman if it would be possible to get the curbs and <br />landscaping on East Harrison Street finished by Halloween. Mr. Beikman said he had not <br />been told to go ahead with the project. Mr. Worthen said he did not have the direct go <br />ahead from the Redevelopment Board for the East Harrison project. <br />Motion to schedule the work for West Harrison Street was made by Councilman Bryant, <br />second by Councilman Clark. Motion carried S-0. <br />Mr. Worthen reported that the new installation at the Waste Water Treatment Plant is up <br />and running, Dan Tingle asked the Council to came and tour the plant. <br />Animal Control: Mr. Taylor reported there were 33 calls, 13 impounds and 8 returns. <br />The Chamber of Commerce had contacted Sandra Ferry and Councilman Worthen that <br />they would like relocate in the new Government Center an Harrison Street. They said <br />they would be willing to pay $150.00 a month on utilities and give the town free <br />membership. <br />Motion to relocate the Chamber of Commerce to the two rooms upstairs and they will <br />pay $1 SU.00 a month with the Town getting membership was made by Councilman <br />Clark, second by Councilman Bryant. Motion carried S-0. Mr. Currens will draw up the <br />agreement. <br />Councilman Worthen stated that the new website in now up and running. <br />Motion to approve the payment of claims was made by Councilman Clark, second by <br />Councilman Shields. Motion carried S-0. <br />e7 <br />There being no further business to come before the Council at this time a motion to <br />adjourn was made by Councilman Dolen, second by Councilman Bryant.
