A motion was <br />made by Councilman Bryant with a second by Councilman Dolen to approve <br />construction of a Street Department building and accept the bid from FBI of $206,030.00 <br />for the shell paid from CCD funds. Motion carried 4-1 with Councilman Clark opposed. <br />Council President Worthen reported a call from Larry Smith asking if the council would <br />permit Wallace Paving to use Greencastle Road as a route to get to job sites they are <br />unable to get to at this point due to construction on St. Rd. 42. Wallace would bond the <br />part of Greencastle Road that belongs to Town of 1Vloaresville. Joe Beikman informed <br />the council the State had inquired last week about an unofficial detour until October. The <br />State would let the council choose an unofficial detour and any damages to the road <br />would be repaired by the State. Councilman Bryant felt confident there would be <br />- measurable wear on Greencastle Road. Attorney Currens said the Town needed to <br />document condition of road and check on it throughout construction. Council President <br />Warthen's main concern was select enforcement of the new truck ordinance. Mr. <br />Currens said the council was accepting reality of something that was not the Town's <br />creation. He said to make sure the Police Department was aware of the Town being <br />forced to accept an unofficial detour. Police Commissioner Charles Berwick commented <br />he understood the position, but one trucker is going to find out and others will follow. <br />Councilman Bryant said the council would give Police Department documentation on the <br />unofficial detour. A motion was made by Councilman Bryant with a second by <br />Councilman Dolen to inform the Police Department of the unofficial detour and waive <br />ticket writing For Truck Ordinance until October. 1Vlation carried 5-0. <br />Attorney Currens informed the council he would be distributing a draft of dog ordinance <br />before next council meeting. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve payment of claims. Motion carried 5-0. <br />There being no further business to come before the council in regular session a oration <br />was made by Councilman Do1en with a second by Councilman Sheilds to adjourn into an <br />executive session. Clark, and Eric Shields. Attorney Tim Currens and Clerk-Treasurer <br />Sandra Perry were also present.
