Kim Forester from Active Environmental requested permission to discharge into the <br />wastewater lines from a remediation system for a current local business. IDEM has <br />asked them to request this action. Council President Warthen asked him if they had a <br />way to meter this discharge. Mr. Forester answered they can meter what is coming in and <br />going out. They then send documentation and a charge is set up monthly. if they were to ; <br />seek an alternative they could get an NPDES permit and they would end up discharging <br />into the ground or ditch and they would prefer not to get a lot of phone calls for <br />discharging into the ditch or on the ground. Another alternative is to discharge into the <br />storm sewer. They are taking gasoline out up to 300 to 500,000 parts per billion. This is <br />not like the gasoline right out of your car. They pump it out of the ground, running it <br />through remediation. system and discharging. IDEM standards are this discharge has to <br />meet drinking water standards to discharge into our wastewater system. Council <br />President Warthen asked him what would happen if the equipment fails. Mr. Forester <br />told the council they would sample as often as the Town wishes. The State requirement <br />is for them to submit monthly reports to the State. When asked if this process could be <br />volatile at any time, Mr. Forester answered no, the equipment has explosion proof motors <br />and the concentrations are not high enough to explode. The company camel pollution <br />liability insurance. Cauncilman Bryant stated he was guessing, but he thought our <br />wastewater operators would know immediately if the remediation system had failed. <br />Councilman Bryant still. wanted to confer with Dan Tingle, WWTP Superintendent <br />before committing. As soon as they get all permits and an OK from the Town they will <br />place a building and power to the building. The system will operate between three to <br />four years. They are cleaning up a place located here in Mooresville. A motion was <br />made by Councilman Bryant with a second by Councilman Clark to approve contingent <br />upon Dan Tingle's approval. They will be set up with a cammerclal base rate and a per <br />gallon rate. Motion carried S-0. <br />A motion was made by Councilman Dalen with a second by Cauncilman Shields to <br />approve advertising the 2007 Budget. Motion carried S-0. The council will discuss the <br />Town Hall, Court, Utility, Starmwater, and Street budgets at the August 1 Sa' meeting. <br />Council President wants to send a request to Department Heads to back up and slow <br />down on spending because at June 30`" 67°/n of the year's total budget had already been <br />spent. Councilman Bryant asked for line items the departments were not going to meet <br />and project dollar amounts they will need. <br />Tawn Judge, Susan Leib, came before the council to clarify some portions of the Dag <br />Ordinance. She thanked Tim Currens and Mark Taylor for changing the turnaround <br />from three days to seven days for a hearing. The Dog Ordinance will be discussed at the <br />August 1 S, 2006 meeting. <br />Councilman Bryant told the council Rosemary Rogers from the Revitalization Group <br />requested permission to use the Government Center for a puppet show at Victorian <br />Christmas. She will appear before the council later to issue her request. <br />Councilman Bryant gave a quote from Sunco to asphalt and landscape the Turner <br />Property turned into a parking lot. The total was $61, 4$8.00. There is $11;722.00 left <br />aver from the amount Redevelapment Commission had approved, so they would have to <br />request approximately $50,000 more. Redevelapment Commission Chairman, Brian <br />Nelson, said they would have to have another meeting to discuss this. There had been <br />another bid received but Attorney Currens told them they needed one more bid. A <br />motion was made by Councilman Shields with a second by Councilman Dolen to submit <br />another bid to Redevelopment Commission and request a meeting. <br />Councilman Bryant brought up the curb and paving project on East Harrison Street. He <br />had spoken to Brian Nelson and he said a meeting needed to be scheduled. Joe Beikman, <br />Street Superintendent, said he was waiting on the contractor, Butch Mason, concerning <br />West Harrison Street curb and paving. Mr. Mason was the only one to quote. <br />A motion was made by Councilman Shields with a second by Councilman. Dolen to <br />approve Confirmatory Resolution #10, 2006 for tax abatement on equipment far Capital <br />Adhesives. Motion carried S-0. They are purchasing a 2500 gallon tank with a 10 <br />horsepower motor and shaft to mix adhesives. This will allow their business to expand <br />double. They began with 12 employees, currently have 2S, and now will add 2 more. <br />~~ <br />Animal Control Officer, Mark Taylor, reported twenty-two (22) calls ten. (10) impounds, <br />and four (4) returned for July 18a' meeting and twenty-eight (28) calls, faurteen (14) <br />impounds, and four (4) returns for this meeting. <br />
