May 3, 2005 <br />The Mooresville Town Council met in regular session on Tuesday, May 3, 2005, at 6:30 <br />P. M. at the Mooresville Town Hall. <br />Council members present were: President Tom Worthen, Tray Bryant, John L. Clark, <br />Toby Dolen, and Eric Shields. No council members were absent. Town attorney Tim <br />Currens was not present. <br />Larry Floyd, First Baptist Church, gave the invocation. <br />A motion was made by Councilman Clark with a second by Councilman Bryant to <br />approve minutes of April 19, ZOOS. Motion carried 5-0. <br />Councilman Bryant reported Nina Langley would not be present tonight because of a <br />retirement dinner. Mrs. Langley wanted to request purple foot prints for Relay for Life <br />event. Joe Beikman had said the street department would paint them. A motion was <br />made by Councilman Clark with a second by Councilman Dolen to have Joe Beikman <br />and the street department paint the footprints with the paint from C & C in Plainfield for <br />Relay for Life. Motion carried 5-0. <br />John Taylor, Morgan County Economic Development Director, presented athree-year tax <br />abatement an building for Honey and Me. A motion was made by Councilman Clark <br />with a second by Councilman Dolen to approve Declaratory Resolution #4, 2005 for a <br />three-year tax abatement on real property. Motion carried 5-0. <br />John Taylor presented Ambassador Steel proposal for tax abatement. Linda Heyerly and <br />Dave Trout, construction manager, reported the real property expansion to be 16,000 <br />square feet and would be for additional equipment. They will retain thirty-four jobs and <br />add around six additional jobs. Real property value $750,000 and equipment value <br />$400,000. A motion was made by Councilman Shields with a second by Councilman <br />Clark to approve Declaratory Resolution #5, 2005 far six year abatement on real property <br />for Ambassador Steel. Motion carried 5-0. <br />A motion was made by Councilman Dolen with a second by Councilman Shields to <br />approve Declaratory Resolution #6, 2005 for personal property for Ambassador Steel. <br />Motion carried 5-0. <br />John Taylor then proposed to take $110,000 Build Indiana Funds for infrastructure of a <br />road that would enter in to PacMoore and continue on past the Fields property opening up <br />that parcel for further industrial use. A question of maintenance an the road was brought <br />up but Jae Beikman said actually the property the road would be an is owned by the <br />State. John reported a State Senator told him as long as the money was used for traffic, it <br />could be spent. Joe Beikman said the money was to be used for economic development <br />for industrial improvements. <br />Councilman Bryant said, so FacMoore is counting on the Tawn to contribute something. <br />Jahn Taylor answered yes. We were told two-thirds of the employees were $'7.50 to$9.00 <br />per hour to start and that is a strain on local government and county with wages at that <br />level. We approved the abatement and go thru the motions to bring them here and now <br />they want more help. I don't think we need to lay out the red carpet and open the doors <br />to bring in an employer that is only going to make this type of commitment in wages to <br />the people in Morgan County. Councilman Bryant does not see the benefit to this <br />community in doing so. That includes any businesses coming in with $$ to $9 arl hour. <br />Councilman Shields asked John Taylor if he knew what the ballpark wage that is being <br />made in the businesses on South 67. Jahn Taylor said the county average is $12.00 per <br />
