Jahn has told PacMoore they will have to raise their minimum wage to hire <br />people and PaclVIaore said they could, but it not they will have to adjust their minimum <br />wage. Councilman Shields said that wage isn't that high, but maybe should to look at the <br />improvements in the area and the fact people will be working. He doesn't think we are <br />going to see a factory with union wages come to Mooresville. It isn't enough money but <br />he thinks it will be a benefit for them to be here. <br />Councilman Bryant said he had some figures he wanted some help to clarify. The <br />Redevelopment Commission has committed $275,000 for infrastructure, $50,000 of <br />$175,000 for the retention pond, and about $400,000 in savings on tax abatements. That <br />is $725,000 and now the Town is going to throw in another $110,000 to make sure they <br />come here and not somewhere else. That does not make sense. <br />John Taylor thinks bringing the wastewater lines to PacMoore will also make the Field's <br />property mare attractive to somebody else coming to the community and the water runoff <br />in the surrounding area going to the retention pond will. help also. He said the Town <br />would still be receiving taxes it is receiving now with the abatement. Councilman Bryant <br />said the Redevelopment Commission receives that money not the Town of Mooresville. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve spending $110,000 from Build Indiana Funds, town money not redevelopment <br />money, for the road at PacMoore. Motion carried 4-1. Councilman Bryant opposed. <br />Truck routes: Councilman Bryant reported he had called Martinsville and the sign they <br />have is working for them and the ordinance is a good one and easily enforced. He <br />doesn't know how they enforce the ordinance. Trucks making deliveries are o. k. The <br />police department said it was working for them. Council President Worthen said his <br />concern was the local deliveries and he would support trying what Martinsville is doing. <br />The investment for signs would be a low investment. Dennis Knierim will have Chief <br />Viles get the Martinsville Ordinance and talk with their police chief about it. Council <br />President Worthen wants him to get copies of ordinance and any important facts to the <br />Town Council. <br />A motion was made by Councilman Shields with a second by Councilman Dalen to deny <br />apart time employee at this time for the Utility Department. Motion carved 4-1. <br />Councilman Clark opposed. <br />Councilman Bryant reported on banners for the decorative poles. A patriotic banner for <br />Memorial Day to Labor Day, a harvest banner with apples for Labor Day thru <br />Thanksgiving, a Christmas banner from Thanksgiving to New Years, and put the Indiana <br />State Flag banners up in March. It takes one day to put up forty banners. The Cadillac <br />plan quote: includes three different types of Christmas, custom made four ofthe banners <br />would always be up an Indiana state flag saying Welcome to Mooresville at the four <br />entrances. A 17 X 45 is $11,042.00 and 20 X 48 is $15,949.00. There is a balance of <br />$2,060 in the Town Improvement fund where TOA had made a donation to the <br />Revitalization Committee. Councilman Bryant told the council they could ask the <br />Redevelopment Commission to help financially as part of their street scaping project. A <br />motion was made by Councilman Dolen with a second by Councilman Clark to give <br />permission for Councilman Bryant to go to the Redevelopment Commission. Motion <br />carried 4-0. <br />Councilman Bryant told the council they could also buy brackets, poles, and an unfurl <br />mechanism to keep flags from wrapping around the poles to fit on the poles used for the <br />Christmas Decorations. The brackets fit into the existing Christmas Decoration bracket. <br />The cost would be $2,160.00. We already have the flags. This is the same company we <br />bought the Christmas decorations from last year. Since we bought the Christmas <br />decorations last year we didn't re-encumber the money for 2005. The council will try to <br />come up with some creative ways to fund the purchases plus going to the Redevelopment <br />Commission. <br />Council President Worthen reported the Fire Department was starting a new training <br />program and in order to apply for any federal grants this course is necessary.
