Joe Beikman, Street Department, reported he had received a notice of deficiency on Part <br />C of the Storm Rule 13 paperwork. One of the things in there was the budget. There was <br />some confusion last meeting on where the money was to come from for storm water. <br />Council President Warthen sand at budget time last year monies were moved around <br />between Utility Department and Street Department. Joe Beikman said he had made out a <br />separate budget for a Storm Water Department and some money got divided up and the <br />budget was done away with. He had also asked for two new employees and was told the <br />utility department would be doing some of that work. Last meeting there was some <br />confusion on who was supposed to be doing the work. He has seventeen days to answer <br />the notice of deficiency. Council President Warthen said he could work with him on <br />answering the deficiency. Councilman Bryant said he had read the job description for the <br />Utility Department and it clearly states they would work with the Street Department on <br />every mandate for storm water. He just didn't want the work to start taking up forty to <br />fifty percent of the Utility Department's duties. Councilman Bryant asked Joe Beikman <br />how many man hours had been put in to the remodeling of the Old Methodist Church. <br />doe Beikman said he has had a couple of men working in there since January. <br />Councilman Bryant said maybe they should be working on storm water. Joe Beikman <br />said that was entirely up to the council. <br />Joe Beikman said he needs clarification on the budget and employees working. Council <br />President Warthen asked how many hours a week he thought it would take for storm <br />water. Jae Beiknnan said it depended on the weather. Rain, construction going on, <br />erosion permits written and inspections all factor in to the amount of hours. Joe said <br />other towns were putting flat fees on property owners per month for storm water. <br />Animal Control Officer, Mark Taylor, reported twenty-nine (29) calls, ten (10) impounds, <br />and four (4) returns. <br />Jahn Taylor, Morgan County Economic Director, reported TOA would soon-be bringing <br />in a request for tax abatement nn another expansion. <br />A motion was made by Councilman Clark with a second by Councilman Dolen to <br />approve payment of the claims. Motion carried S-0. <br />There being no further business to came before the council at this time a motion was <br />made by Councilman Dolen with a second by Councilman Clark to adjourn the meeting. <br />Motion carried S-0. <br />The next meeting of the Mooresville Town Council will be on Tuesday, May 17, 2005, at <br />6:30 P.
