Motion <br />carried 5-0. <br />Next on the agenda were availability fees for Cougar Bag. 'I"hey had given the <br />information to 1V1r. Beikman that their building size is 21,000 sq. ft_, approximately 30 <br />employees, two shifts with eight hours day a 7:00 to 3:00 and eight hours at night 3:00 to <br />11:00, and there was no special. water main. Based on the EDU the availability are as <br />follows: <br />3 E.D.U. x $1,100.00 ~ $3,300.00 Availability Fee <br />3 E.D.U. x $ 900.00= $2,700.00 Connection Fee <br />Motiou was made by Councilman Clark, second by Councilman Dolen, to approve the <br />$3,300.00 Availability Fee and $2,700A0 Connection Fee for Cougar Bag on Lot lb at <br />Flagstaff Business Park. Motion camied 5~0. <br />Under unfinished business was the Methodist Church heating and air bids, because there <br />was not enough money in the additional appropriation to cover the cost of the heating and <br />cooling, President Warthen stated this would be tabled until next meeting. <br />- Next was the cemetery elevation. Mr. Currens said that Mr. Beikman looked at the map <br />and stated it was not in the flood plain and Mr. Clark said it was in the 100-year flood <br />plain. Mr. Clark said what they are talking about now is the area across the bridge that <br />in not in the flood plain. The bid from Pappas Construction Company was for 30 loads of <br />clean fill dirt hauled in and to grade, compact, seed and straw was $6,850.00. Mr. Pappas <br />sand if more dirt was needed it would cost $70.00 per load. <br />Motion was made by Councilman Clark, second by Councilman Shields, to accept the bid <br />from Pappas Construction Company to Raise Grade for plots, remove sod and haul in up <br />to 301oads of clean fi11 dirt. Grade out with elevation to begin at road and fall 6" to 12" <br />to creek. Compact, seed and straw at the cost $6,850.00. $70.00 per load for extra dirt if <br />needed. Mahon carried <br />5-0. <br />Next was the review of the Rule 13 guidelines. President Warthen stated he had asked <br />for this to be on the agenda so we can see where we are with Rule 13 and where they <br />need to be. He had invited Mr. Ross Holloway, Holloway Engineering, who is working <br />with the City of Martinsville, and Mr. Jeff Healy, Banning Engineering, who is working <br />with Hendricks County. He said he would. like to get from an engineering point of view <br />how other areas are going, steps that need to be followed closely, and steps that maybe <br />aren't as crucial as others. We have compiled up to part B and are ready to start on part <br />C. Mr. Holloway said Martinsville had filled an extension for part B and ate going right <br />into part C that is the more expensive part. He fully expects in be in compliance by their <br />deadline of November 3, 2004. Mr. Healy said that we are very close to the <br />municipalities he is working with. Mr. Healy said most towns have hired the services of <br />a consultant. Mr. Healy said Hendricks County has gotten together with their steering <br />committee and looking at the public education components. Mr. Holloway said that <br />Martinsville had found that the public education could be shared countywide and they are <br />looking at soil conservation people and others to share in educational aspects, He said <br />Martinsville had hired a consultant for part B & C. Mr. Holloway said that after coming <br />up with the base characteristic of the existing community then you are striving for your <br />_ goal of 80% reduction of total suspension solids.
