6~~3 <br />August 1.7, 2004 <br />The Mooresville Town Council met rn regular session on Tuesday, August 17, 2004, at <br />6:30 P.1VI. at the 1Vlooresville Town Hall. <br />Council members present were: President Tom Warthen, Troy Bryant, John L. Clark, <br />Taby Dolen, and Eric Shields. No members were absent. Town Attamey Tim Curreus <br />was present. <br />Jim Taylor from the Grace Missionary Church gave the prayer. <br />A motion was made by Councilman. Shields with a second by Councilman Clark to <br />approve the minutes of August 3, 2004. Motion carried 5-0. <br />First on the agenda was a Public Hearing for an additional appropriation from L R & S , <br />fund for $32,231.00 to purchase a leaf vac. There were no comments from the audience <br />or the council, so a motion was made by Councilman Clark with a second by Councilman <br />Dolen to approve the additional appropriation (Resolution #9, 2004). Motion carried 5-0. <br />Next was John. Drappolik representing Brian Gherke, Hot Springs, Arkansas, requested a <br />driveway cut on the property between Taco Bell and Citizens Bank on South Indiana <br />Street. He wants to erect a building with. two stores. The property has been filled and <br />soil samples have been taken. The building will be S,U00 square feet. They had taken <br />600 square feet out of the building so they would not have to rezone. The property is <br />currently zoned B-2. Mr. Drappolik had designed a 30-foot driveway located in the <br />center of the property, only one entrance with 33 parking spaces. Also included with the <br />plan was an erasion control plan. Oahe business in the building will be a 20 X 50 video <br />store. <br />President Warthen commented that the property didn't have an inlet or an outlet and had <br />they looked into the passibility of sharing an~acce~~ t~ ~PgPSo~~ ~ ~,ana was when <br />Councilman Bryant commented that the p <br />a video store would be doing most of it's business and he would like to see if there could <br />be a shared driveway with Citizens Bank. Building Inspector, Joe Berkman, told the <br />council he thought at one time there was a plan for a drive to circle around in back and <br />exit onto Moore Street. He said it was not filed as a formal. plat. The owner of the <br />property to begin with, Mr. Taylor, had this as thought. Mr. Berkman said he wasn't sure <br />if this were Town Council ar Plan Commission minutes he would need to check. <br />President Warthen said there might have been an agreement made between Taco Bell and <br />the original owner. Mr. Drappolrk said he was sure his people did not think they were <br />buying a land locked property. He said widening the driveway in Taco Bell would be <br />fine wrth them. He could see a cross parking agreement might be possible. Councilman <br />Shields said he didn't think there vvas enough room to run ta°affic thru both ways as <br />convenient as it would be. Councilman Bryant said he would like to have verified what <br />Jae had card. If arrangements have been agreed to originally Taco Bell would probably <br />lose about six parking spaces. Councilman Warthen said his concern was with creating <br />another entranceJexit onto a busy street unless a driveway could be shared. A motion was <br />made by Councilman Bryant with a second by Councilman Dolen to table until same <br />research of the minutes could be done to see if there was an agreement originally. <br />Motion carried S-0. This. will be on the September 7, 2004 agenda. <br />Julie Willman presented hez request to display photos and children's artwork on the <br />hallway walls of the Town Hill. Julie is Tim Wallman's younger sister. Tirn was a <br />reporter photographer for the Mooresville Times and Johuson County Daily Journal. He <br />took the school pictures, sports pictures, and was well known in the community. He was <br />a victim of Juvenile Diabetes at age 10. He passed away in February 2001 from <br />complications with this disease. Julie and hear fanuly wanted to do something far <br />Mooresville. Gallery 234 has existed for just over a year, it was incorporated in July of <br />2003. It is a traveling art workshop after school and on school vacations. They exhibit <br />art and Tim's photos.
