~) ~~ <br />August S, 2003 <br />The Mooresville Town Council met in regular session on Tuesday, August S, 2003, at <br />6:30 P. M. at the Mooresville Town Hall. <br />Town Council members present were: President Toby Dolen, John L. Clark, Tom <br />Warthen, and Mark Mathis. Troy Bryant was absent. Town attorney Tim Currens was <br />present. <br />A motion- was made by Councilman Clark, seconded by Councilman Mathis to approve <br />the minutes of July 1S, 2003. Motion carried 4-0. <br />Dennis Love was on the agenda for hook-on to the sewer at the corner of Wilson Drive <br />and Rooker Road, but did not appear. Councihxian Warthen asked Joe Berkman, Street <br />Dept. Supervisor, if the sewer was close to this address. Joe Berkman replied we have a <br />line at the s-curve and a 12 inch line behind Rooker Run which would gravity feed the <br />whole Willwood Addition. <br />Councilman Warthen told the council that the Morgan County Economic Development <br />Board needed a member from the Mooresville Town Council to serve on the board. <br />Motion was made by Councilman Warthen, second by Councilman Clark to appoint <br />Councilman Mathis to serve on that board. Motion carried 3-0 with l abstention. Mark <br />Mathis abstaining. <br />Councilman Mathis reported that Joe Berkman was correct, the lights in Pioneer Country <br />Estates were too bright. The correct brightness was in Roberson Woods addition. The <br />downtown lighting will be tabled to the next meeting on August 19, 2003. <br />The Town Council signed the Weight & Vehicle Ordinance. They also signed an <br />interlocal agreement to bring an area from Heartland Crossing, The Settlement, back in to <br />Town of Moaresville's jurisdiction instead of Morgan County. The PUD was approved <br />under the county and will now come into our Plan Commission. A motion was made by <br />Councihnan Warthen, second by Councilman Clark to approve the agreement. Motion <br />carried 4-0. <br />The Town Council also signed the Springhill Christian Ministries rezone from R-1 to B-1 <br />located on I-Iighway 14~. <br />Councilman Warthen reported to the council that the Street Department wanted to apply <br />for a Grant for a dirt separator and a leaf vac. Councilman Warthen also said the council <br />needed to adopt a No-Burn Qrdinance for leaves and a ban on burning yard waste. He <br />Bard the leaf ordinance had to be adopted before August 29, 2003 and a public notice for a <br />hearing before the Grant application is sent. A resolution to apply for the grant, also. A <br />motion was made by Councilman Warthen, second by Councilman Mathis to approve to <br />have a Resolution to apply for the:Grant at the August 19, 2003 meeting and a Public <br />Hearing for the Grant at the September 2, 2003 meeting. Motion ~`°`c~;~rried 4-0. <br />Brown Township's Trustee's Office has asked permission to hook on to the sewer. The <br />office is located on Indianapolis Road. Joe Berkman told the council`lie thought Tri-Mi, <br />a little further down on Indianapolis Road wanted to add on also. Counci]inati Mathis <br />said we needed to get the whole corridor on the sewer as we take care of it anyway. This <br />will be on the agenda for the next meeting. <br />Joe Berkman informed the council that Rule 13, concerning storm water, was to go into <br />effect on August 6, 2003. Councilman Warthen recommended Joe Berkman to head up <br />the Storm Water Department and he (Councilman Warthen) would work closely with Mr. <br />Berkman. <br />
