~~~ <br />December 1.6,2003 <br />The 1Vlooresville Town Council met in regular session on Tuesday, December 16, 2003 at <br />6:30 P.M_ at the Mooresville Town Hall. <br />Council members present were: President, Toby Dolen, 'T'roy Bryant, John L Clark, Tom <br />Warthcn, and Mark Mathis. No members were absent. Town attorney, Tim Currens, <br />was present. <br />Ms. Kelly Wllitehurst from the First Christian Church gave the prayer. <br />Motion was made by Councilman Warthcn, second by Councilman Clark, to approve the <br />Yxrinutcs of December 2, 2003. Motion carried 5-0. <br />First on the agenda were; Ross Holloway, Holloway and Associates, representing the <br />Mooresville Public Library with a requesC for vacating two alleyways and he introduced <br />Mr. Dale Coffey. 1`hey were here two weeks ago with this request and the council had <br />some question they needed time to expand on. Additional plans have been revised <br />which everyone should have gotten copies. There were questions about the location of <br />the utilities, sewer line locations, and other vailous questions. These new plans should <br />answer any of these questions that the council might have. At the last meeting a request <br />was made on the number of people that used that alley, so Mr. Holloway put a m~tn at the <br />library on 1~riday, December 5`~, and he set all day from 7:OOAM to 6:00 PM to count the <br />number of cars that used the alley. He counted five vehicles that went into the alley; of <br />those :give, three used the alley and two went into the library. So that gives you a little <br />idea of how often the alley is used. With that they hope the council will consider that the <br />library is the only entity that has at~y use for that particular portions of the alleyways that <br />they are asking them to vacate tonight. Mr. Holloway and engineers from the <br />architecture firm here to answer any question the council might have. <br />Councilman Warthcn asked if the storm sewer was relocated to come down west to the <br />alloy and goes back south and does that ntn within the alley itself. Mr. Holloway said a <br />portion of it was and a portion was a dedicated easemenC. They r1~et with Mr. Beikman <br />last week to revise the plans pear his directions and then sent the revised plans back to Mr. <br />Beikman. They revised the plans so that the storm sewer would not go under any <br />buildings, it would be outside any parking areas as much as possible, and then when it <br />does turns and goes south abvut half of it is in the alley. This is the alley that is not <br />being vacated. Mr. Warthcn asked if the wall is on the west side and Mr. Holloway said <br />that was corroct_ He said it would be far enough away to be maintained if necessary. <br />Mr. Holloway stated that there were 127 cars in the library parking lot that day. <br />Motion was made by Councilman Mathis, second by Councilman Clark to approve the <br />vacating the two alleyways for the Mooresville :Public Library. Motion carried 5-0. <br />Motiotl was made by Councilman Mathis, seco-ad by Councilman Clark, to approve the <br />rezone for property on corner of Main Street and Monroe Street from Residential to B-3 <br />for the Mooresville Public Library. Motion carried 5-0. <br />Next were the availability :fees far l:-ioney & Me Distribution Center. Mr. Beikman <br />reviewed and recommended the following: <br />Availability fee 6 E.D.U. x $1,1.00.00 = $6,600.00 <br />Connection fee 6 E.D.U. x 900.00 _ $5,400.00 <br />Motion was made by Councilman Warthcn, second. by CouncilmaY~ Clark, to approve the <br />availability fee of $6,600.00 and connectiota fee of $5, 400.00 for .Honey & Nle <br />Distribution Center. Motion carried 5-0. <br />
