Sept 7, 20 10 <br /> The Mooresville Town Council met in regular session on Tuesday, September 7, 2010 at <br /> 6:30 P. M. at the Mooresville Government Center. <br /> Council members present were: President Ryan Goodwin, Mark Harris, and Jeff Cook. <br /> John L. Clark and Tony Langley were absent. Attorney Tim Currens was present as was <br /> Clerk-Treasurer Sandy Perry. <br /> President Goodwin gave the invocation. <br /> A motion was made by Councilman Cook with a second by Councilman Harris to <br /> approve minutes of August 17th meeting. Motion carried 3-0. <br /> Mr. Wade will be at the second meeting in September. <br /> Luke Pauley, Beekeepers Association, appeared before the council concerning the <br /> incident with the mosquito spray. He introduced Kathleen Prough, President of Indiana <br /> Beekeeper's Assn., and Brenda Buehler from DNR. Kathleen reported that <br /> neighborhoods are getting bee hives-now and the importance of bees in our society. The <br /> beekeepers are getting bombarded with insecticides. She looked at some cities where <br /> they had stopped spraying because of the cost and are now treating the larvae. She thinks <br /> the Town should let people know when they are going to spray. Suggestions were to <br /> notify on the town website,put in the paper, and posting no spray signs. Stacy Pauley <br /> told of an incident where Stacy and Luke were called to move a swarm of bees in a <br /> resident's yard. They were about forty five minutes into the procedure when a town truck <br /> passed by spraying for mosquitoes. The bees were all killed and the people in the yard <br /> sprayed. They tried waving the driver down but he went on around the cul-de-sac and <br /> came down the street spraying again. She asked for termination of all spraying. <br /> Councilman Harris thought the town should look at posting a schedule,but Joe Beikman, <br /> Street Superintendent, said they can't spray on a schedule because of weather, wind, <br /> especially. Council President Goodwin agreed with Councilman Harris that there are <br /> things that can be done. They said they would try to come up with a different program. <br /> Joe said they normally run three sprays in October. <br /> No one was present from Taste of Mooresville. <br /> Paving bids were opened: E&B Paving $141,654.50 <br /> Dave O'Mara 110,056.00 <br /> Wallace Const. 109,138.00 <br /> A motion was made by Councilman Harris with a second by Councilman Cook to accept <br /> the Wallace Construction bid for paving. Motion carried 3-0. <br /> Joann Smith,North Indiana Street and Victor Drive, appeared before the council wanting <br /> to fill in the ditch in front of her house. The town owns one side of the ditch and the <br /> property owner owns their side. Council President Goodwin said his concern was for the <br /> flow of water. Joe Beikman said this has been looked at in the past. A tile in the ditch is <br /> going to increase water flooding. Councilman Cook reported he had been talking to the <br /> school about the ditch and could we possibly use the school's retention pond and run it <br /> back out the pond on their parking lot,the school is wanting to partnership. Joe Beikman <br /> said he has seen the retention pond back on their parking lot and he wouldn't want to take <br /> the schools capacity. Councilman Harris asked Joe if he had any suggestions. Joe <br /> Beikman answered,not as far as piping,but they have looked at widening the ditch and <br /> taking it further down the road.. The town would need to have easements for that. Joann <br /> Smith said there were a lot of mosquitoes and trash in the ditch and asked who was <br /> responsible for cleaning the ditch. She didn't know how other communities handled the <br /> situation. Attorney Currens explained each community deals with their distinct problem. <br /> He also commented the north end of town is getting increasingly more water in the past <br /> few years from Hendricks County to the north of us. He has met with the Morgan <br /> County Surveyor and our county surveyor has met with Hendricks County Surveyor, but <br /> no word yet on what has been discussed. <br />
