September 21, 2010 <br /> The Mooresville Town Council met in regular session on Tuesday, September 21, 2010 <br /> at 6:30 P.M. at the Mooresville Government Center. <br /> Council members present were: President Ryan.Goodwin, Vice-President Tony Langley, <br /> John L. Clark, Mark Harris, and Jeff Cook. No members were absent. Town attorney <br /> Tim Cunrens was present. Sandy Perry, Clerk-Treasurer was present. <br /> George,Watkins, Morgan County Chaplains, gave the invocation. <br /> A motion was made by Councilman Clark with a second by Councilman Cook to approve <br /> minutes of September 7, 2010. Motion carried 5-0. <br /> William Duvall appeared before the council on behalf of Bob Wade on the matter of the <br /> trees planted.at 10.24 East Main Street. These trees are tearing up the sidewalk. David. <br /> Moore, Utility Superintendent,had been in contact with landscapers and they suggested <br /> replacing with a,Japanese Lilac or a European Hornbean. These trees will get 10 to 12 <br /> feet tall. The Japanese Lilac cost is X145.00 each and the Hornbean is $155.00 each. <br /> Council President Ryan Goodwin suggested in the sake of labor, cost, and changes to <br /> downtown landscape to just do these three trees now. The utility department will do the <br /> work. David said a certain type of soil and matting will have to be used..The Japanese <br /> Lilac will have flowers in May but the Hombean does not flower. All councilmen agreed <br /> the three trees needed to come out and replaced. A motion was made by Councilman <br /> Clark with a second by Councilman Harris to take out and replace the three trees and the <br /> landscapers and David will decide upon the kind of trees to be used to replace. Motion <br /> carried 5-0. <br /> Next,was a public hearing for pre-adoption of the 2011 budget. The county council gave <br /> a favorable recommendation of the 2011 budget as being at the levy or right under the <br /> levy. The amounts are as follows: <br /> General $3,947,728.00 <br /> Rainy Day 189,000.00 <br /> L R& S 86,000.00 <br /> MVH 853,000.00 <br /> Park&Recreation 868,000.00 <br /> CCD 120,400.00 <br /> EDIT 341,000.00 <br /> Public Safety LOIT 570,700.00 <br /> Total Budget $6,975,828.00 <br /> There were no comments from the public or from the town council. <br /> Max Goodin and Frank Brook, MHS Student Council,requested closing of streets for a <br /> Homecoming Parade at 5 P. M. on October 1St . The parade will last approximately one <br /> hour and will use the same parade route as in the past. The street closing permit had been <br /> signed by the various departments. A motion was made by Councilman Clark with a <br /> second by Councilman Langley to approve the submitted parade route. Motion carried 5- <br /> 0. <br /> Tim Medsker, Fire Chief,reported seventy-three (73) calls this past two weeks and <br /> reported seven hundred fifty-two (752) calls for the year to date. The county had put on a <br /> limited burn ban,but the Chief wanted the Council to issue a total burn ban for the time <br /> being. Councilman Langley asked about the bonfire for Homecoming. Chief Medsker <br /> said they will address the issue when.it comes that time. If the burn ban needs lifted <br /> before the next council meeting the media will be notified. Councilman Harris asked <br /> who would be enforcing the burn ban. The chief said the police had been fantastic about <br /> this and the fire department will be out also. A motion was made by Councilman Cook <br /> with a second by Councilman Clark to put in effect a total burn ban with the exception of <br /> the Homecoming bonfire on Oct. 1, 2010. Motion carried 5-0. <br /> Street Superintendent, Joe Beikman, reported the paving crews carne in to town today. <br />
