980 A motion was e b Co cn Langley with a second by Councilman Harris to <br /> approve,dab resolution#13, 2010 for abatement for Overton Manufacturing. <br /> This abatement is on equipment costing$200,900.00 that will add one new employee. <br /> Motion carried 4-0. <br /> A motion was made by Councilman Harris with a second by Councilman Cook to <br /> approve first reading of Ordinance#15, 2010, a public nuisance ordinance. Motion <br /> carried 4-0. The second reading will be on December 21, 2610. <br /> Next,the new personnel policy handbook was on the agenda. Councilman Cook had a <br /> lot of questions concerning the draft. He wanted to go page by page or maybe have an <br /> executive session. Attorney Currens said they couldn't have an.executive session on it, <br /> but to mark down questions and suggestions to go thru the policy. There is a lot of new <br /> language in the policy. Council President Goodwin said the intent was to get this out <br /> there and start the process of discussion. The policy needs to be reviewed annually to <br /> eliminate ambiguity and add technology. This will be discussed on December 21", 2010. <br /> Legal: Attorney Currens presented an ordinance for Identity Theft Procedure that was a <br /> requirement for the Clerk-Treasurer's office. A motion was made by Councilman <br /> Langley with a second by Councilman Cook to approve Ordinance#16, 2010. Motion <br /> carried 4-0. <br /> Fire Chief, Tim Medsker,reported 980 calls year to date and they made a little over$300 <br /> for the Clothe a Child at their Pancake Breakfast. The extrication equipment is in service <br /> and the cost was less than originally thought, $37,500.00. No one has taken the old <br /> equipment yet. <br /> Joe Beikman, Street Superintendent, reported a quote of$51,000 from Swinney Brothers <br /> for a modification.of Park Drive and South Street sewer line. A motion was made by <br /> Councilman Harris with a second by Councilman Langley to approve the expenditure <br /> from Food and Beverage Fundrfor the project. Motion carried 4-0. <br /> The Community Foundation is opening a second location in Martinsville and requested a <br /> sign on South Indiana Street and they agreed to the cost of installation. Joe Beikman said <br /> the new incoming President indicated they wanted a sign on Monroe Street. This may be <br /> a second request. <br /> Animal Control Officer, Mark Taylor, reported seventeen(17) calls, four(4) impounds <br /> and three (3)returns. <br /> A motion was made by Councilman Langley with a second by Councilman Harris to <br /> approve the payment of the claims. Motion carried 4-0. <br /> There being o further business to come before the council at this I <br /> g s time a motion was <br /> made by Councilman Langley with a second by Councilman Cook to adjourn the <br /> meeting. Motion carried unanimously. <br /> The next regular scheduled meeting of the Mooresville svzlle Town Council will be on <br /> g <br /> Tuesday,December 21, 2010 at 6:30 P.
