December 21, 2010 <br /> The Mooresville Town Council met in regular session on Tuesday, December 21, 2010 at <br /> 6:30 P. M. at the Mooresville Government Center. <br /> Council members present were: President Ryan Goodwin,Vice-President Tony Langley, <br /> John L. Clark, and Mark Harris. Jeff Cook was absent. Town attorney Tim Currens was <br /> present and Clerk-Treasurer Sandy Perry was present. <br /> John Kramp, Mooresville Church of God, gave the invocation. <br /> A motion was made by Councilman Clark with a second by Councilman Langley to <br /> approve the minutes of December 7,2010. Motion carried 4-0. <br /> This was a public hearing for a confirmatory resolution on a tax abatement for Overton <br /> Manufacturing. This abatement is for three years on new equipment that will add three <br /> additional employees. A motion was made to approve Confirmatory Resolution# 14, <br /> 2010 by Councilman Clark with a second by Councilman Langley. Motion carried 3-1. <br /> Councilman Harris opposed. Mr. Overton asked why he opposed and the answer was <br /> that Mr. Overton was for adding to the taxes for residents for a new school building, etc. <br /> but when it came to his business he was at the council asking for tax abatements. <br /> Jim Hurley,the new executive director for the boys and girls club, introduced himself to <br /> the council. The club is open 2:30 P. M.to 7 P M. For the Christmas Holidays they will <br /> be open Noon to 6 P. M. He noted the most dangerous hours for boys and girls are <br /> between 3 and 7 P. M. <br /> A motion was made by Councilman Harris with a second by Councilman Langley to <br /> approve pay request#2 for Wilhelm Construction(WWTP expansion) in the amount of <br /> $178,487.60. Motion carried 4-0. Year to date the amount paid out is $707,963.50. <br /> Tom Zoss, Community Foundation, spoke to the council about the sign he wants placed <br /> on South Indiana Street. The sign will give the address for Mooresville and the address <br /> for Martinsville. Councilman Langley wants to drive the area to see where the sign <br /> would best fit. A motion was made by Councilman Langley to approve the sign subject <br /> to Street Department input, Councilman Clark seconded. Motion carried 4-0. <br /> A motion was made by Councilman Clark with a second by Councilman Harris to <br /> approve the 2011 salary ordinance# 17, 2010 with no additions or changes from 2010. <br /> Motion carried 4-0. <br /> A motion was made by Councilman Langley with a second by Councilman Clark <br /> referencing the length of grass and weeds from 6 inches to 9 inches in length of blade and <br /> approve with amendments on first reading. Motion carried 4-0. A motion was made by <br /> Councilman Langley with a second by Councilman Clark to approve Ordinance 15, 2010 <br /> on the first reading with the correction. Motion carried 4-0. A motion to approve <br /> Ordinance 15,2010 on the second reading was made by Councilman Langley with a <br /> second by Councilman Clark. Motion carried 4-0. <br /> Council President Goodwin asked if there were any questions, comments, or additions to <br /> handbook. Councilman Harris had notes he will pass along to the new council meetin <br /> on this. Dave Moore,Utility Superintendent, announced a meeting on this January <br /> 10t , <br /> 2011 at 9:30 A. M. <br /> Peggy Mayfield, Morgan County Clerk, appeared before the council to discuss the <br /> changing of municipality elections. She told the council that both Brooklyn and Paragon <br /> did pass an ordinance to abolish municipal elections. Martinsville by statute can't opt out <br /> of a municipal election. If Mooresville does opt out then Martinsville could pay up to <br /> $35,000 for their election. Everyone will have to have municipal elections in 2011. This <br /> would be for 2015. Councilman Langley made a motion to approve opting out of <br /> municipal elections and hearing it at first reading, Council President Goodwin seconded. <br /> The vote was two for and two opposed. Councilman Harris and Councilman Clark <br /> opposed. Motion did not carry. <br />
