1051 <br /> September 4, 2012 <br /> The Mooresville Town Council met in regular session on Tuesday, September 4, 2012, at <br /> 6:30 P. M. at the Mooresville Government Center. <br /> Town Council members present were: President George Watkins, Vice-President Mark <br /> Mathis, Virginia Perry, Tony Langley, and Jeff Cook. No members were absent. Town <br /> attorney Tim Currens was present. <br /> Gene Deverick, Grace Church, gave the prayer. <br /> A motion was made by Councilman Mathis with a second by Councilwoman Perry to <br /> approve the minutes of August 10 and 21 meetings. Motion carried 5-0. <br /> Kayla Harpold, Mooresville High School Student Council,presented a request for street <br /> closing for the Homecoming Parade on September 21, 2012 at 5:00 P. M. They are using <br /> the same parade route as in the past and all money and proceeds from Homecoming go to <br /> Make a Wish. A motion was made by Councilman Mathis with a second by Councilman <br /> Langley to approve the request. Motion carried 5-0. <br /> Next, Mooresville School Corporation paving and turn lanes. Councilwoman Perry <br /> introduced Brad Lindsey, Superintendent, Jake Allen, Principal at Paul Hadley, and <br /> Susan Haynes, communications. Brad Lindsey told the council they were very proud of <br /> the walking sidewalk renovation done by Dave Moore, Street Superintendent. Dave was <br /> honored at a School Board meeting for his help with public safety. Mr. Lindsey said a <br /> concept that has been a challenge since 1959 is the traffic on Carlisle Street. At this point <br /> Mr. Allen presented a power point(attached to minutes) showing Carlisle Street <br /> bottlenecked in the A. M. Twelve to fourteen cars in the Paul Hadley Middle School <br /> horseshoe that can go through but still leaves long traffic lines. They have seen up to <br /> twenty five cars passing on, the shoulder which has caused a breakdown of the pavement <br /> edge. The cars begin passing from eight car lengths back. The concept they are working <br /> on is a turn lane made on the north side of Carlisle and a passing lane on the south side of <br /> Carlisle Street. The school is seeking some help with this. <br /> Councilwoman Perry wants to see the Town partner with the School. Council President <br /> Watkins would like to have two council members work on total costs including an <br /> engineering study, checking with IPL to see if poles need to be moved, and paving costs. <br /> Councilman Mathis made a motion to appoint Councilwoman Perry and Councilman <br /> Cook to the committee. Councilman Langley seconded the motion. Motion carried 5-0. <br /> A motion was made by Councilwoman Perry with a second by Councilman Cook to <br /> approve pay request#22 for Wilhelm in the amount of$163,664.25. Motion carried 5-0. <br /> Council President George Watkins announced he received a letter from the homeowners <br /> association of the Village Condos on Civic Circle and they had voted 100%to be <br /> annexed. <br /> A motion was made by Councilman Langley with a second by Councilman Mathis to <br /> approve a release agreement for Troy Risk Inc. to put in new monitoring wells at 135 E. <br /> Harrison Street. Abandonment of the wells when finished is included in the agreement. <br /> Motion carried 5-0. <br /> A motion was made by Councilwoman Perry with a second by Councilman Langley to <br /> approve payment of claims in the amount of$150,881.13. Motion carried 5-0. <br /> There being no further business to come before the council at this time a motion was <br /> made by Councilman Langley with a second by Councilman Cook to adjourn the <br /> meeting. Motion carried 5-0. <br /> The next regular scheduled town council meeting will be on Tuesday, September 18, <br /> 2012, at 6:30 P. M. at the Mooresville Government Center. <br />
