Virginia Perry, Chairman <br />Indiana Street /Ditch Project Committee <br />Vice President, Mooresville Town Council <br />Attorney Currens said the Redevelopment Commission chose to fund the study due to all the flooding <br />issues on the whole north end of Town and it wasn't written to slight anyone. Some of the language <br />they would be happy to change. Specifically the areas within the TIF District. Any study that is done will <br />be inclusive. He thinks both entities are on the same page. The Town Council will have the final say as <br />to what will be done. <br />Councilwoman Perry read the following document concerning Paul Hadley and the State Flag. <br />September 12015 <br />ADOPTION OF INDIANA STATE FLAG BY TOWN OF MOORESVILLE <br />On July 16th of this year, Dave Reddick, Chairman of the Indiana Bicentennial Committee <br />for Morgan County contacted me and advised the following; <br />Mr. Reddick did research online at Mooresville.org and did not find any resolution where the <br />Town of Mooresville declared the flag designed by Paul Hadley as being the official Indiana <br />State flag. Mr. Reddick also visited the Clerk's office where he and two employees researched <br />past minutes and did not find any proof thatthis had been accomplished by the Town Council. <br />On July 20th an a mail was sentto all of the Council members stating this Resolution or <br />Declaration was never adopted by the Town of Mooresville. <br />Mr. Reddick did find in the Mooresville Library microfilm that an article dated March 31, 1966 <br />showed several organizations did recognize Paul Hadley's design of the Indiana State Flag as <br />being the official flag. No information could be found where the Town of Mooresville also <br />made that recognition. <br />History of the flag shows that to commemorate the State's 1916 centennial anniversary, the <br />Indiana General Assembly issued a resolution to adopt State Flag. A contest was sponsored to <br />design a flag to serve as the office State banner. The winner of the submission would receive a <br />$100,00 cash prize. More than 200 submissions were received. The entry by Paul Hadley of <br />Mooresville was selected as the winner and the cash prize. The flag was adopted May 31, 1917 <br />as the State's official flag. In 1955 the General Assembly changed its classification from State <br />banner to State Flag. It was not until 1966 that some of the Mooresville organizations also <br />recognized the Paul Hadley design as the official State Flag. <br />Since our Bicentennial is next year, I would motion that we direct our legal counsel to draft a <br />resolution and /or declaration recognizing Paul Hadley's design as the official State Flag. <br />Virginia Perry, Vice President <br />Mooresville Town Council <br />Councilwoman Perry made a motion for the council to direct legal counsel to draft a resolution <br />recognizing Paul Hadley as the designer of the State flag. Council President Mark Mathis made a second <br />to the motion. Motion carried 5 -0. <br />Public Comments: None <br />Legal: Attorney Currens had the Vac Truck lease purchase agreement ready. Councilwoman Perry made <br />a motion to approve the lease agreement and appoint Town Council President Mathis as the signatory. <br />Councilman Beikman gave a second to the motion. Motion carried 5 -0. <br />
