Manns noted that the Indiana Street project is going well. The light poles, which included the additional <br />8 poles ordered this year, are set for delivery on Friday, April 14th. Additionally, Earth Images, Inc., a <br />subcontractor to Schutt-Lookabill, realized there was an issue in coverage so an additional six spray <br />heads were added to two median beds to compensate for the issue. Because it was caught in time, no <br />additional fees will be presented to the Commission. <br />Bicentennial Park: Carl Kincaid with Rundell Ernstberger and Associates presented the bid tabulations <br />for the Bicentennial Park. After a brief presentation, Kincaid made the recommendation to award the <br />project Myers Construction Management, Inc. (MCMI) with the base bid amount of $1,437,000 adding <br />Alternate 1 deduct of $210,000 (removing the State of Indiana monument) , making MCMI the apparent <br />low -bidder at $1,227,000. Kincaid also recommended the Commission move forward with Linel <br />Signature's bid of $282,000 for the flame structure. Commissioner Beikman shared he would rather <br />keep the State of Indiana than the flame structure. After some discussion, Commissioner Corman made <br />the motion to award the Bicentennial Park bid as recommended to MCMI including Alternate 1 for a <br />total of $1,227,000 and to award Linel Signature with the flame structure. Commissioner Stultz <br />seconded the motion, which carried 3-1 (Beikman). <br />Old Business: Celebrate Mooresville — Diane Huerkamp was unable to attend but did drop off an <br />information packet regarding the Wayfinding Signage. The RDC requested that Manns verify their <br />proposed signage matches what the RDC has already approved. Additionally, they requested Manns <br />shared the RDC's sentiments for the purchase of a third wayfinding sign with any excess funds. <br />New Business: Commissioner Gutzwiller shared that a request of high resolution images was made by <br />an individual who is writing a story on the Indiana State Flag and wished to feature the obelisk. <br />Commissioner Gutzwiller had asked Manns to get a quote from a local photographer to photograph the <br />two gateway signs and the obelisk. A quote was presented for $225 ($75/image) from Rick Moore. <br />Requests were made by the RDC to have the photographer mix and match day and night photos. <br />Commissioner Carman made the motion to approve the quote from Rick Moore for $225.00. The <br />motion was seconded by Commissioner Stultz and passed 4-0. <br />Legal Update: No legal update. <br />Economic Development/Projects Update: Manns has been working with diligently on Southbridge <br />Common Area Maintenance reconciliation for 2016 as well as the new tenant lease and lease <br />assumption and assignment. She also presented the updated legislative agenda, which only includes <br />two proposed bills that pertain to TIF. <br />The Indiana Economic Development Corporation has approved and paid the $390,000 reimbursement <br />for the Industrial Development Growth Fund (IDGF) grant for Cherry Blossom Way. Additionally, light <br />poles have been installed. <br />Review of Claims: A claim for $40,000 for Toy's Auto Parts was pulled from the docket. Commissioner <br />Beikman made the motion to approve the claim contingent upon the receipt of the appropriate lien <br />waiver forms. Commissioner Stultz seconded the motion, 4-0. The rest of the docket was presented. <br />Commissioner Stultz made the motion to approve the remainder of the docket. Commissioner Corman <br />l seconded the motion, which carried 4-0. <br />
