Don Adams, Mooresville High School Government teacher introduced some of his class <br /> members and Brad Allen, President of the Student Body. They were present to request <br /> permission to have a Homecoming Parade on Friday, October 5, 2001, at 5:00 P. M. <br /> using the same mute as the Old Settlers parade uses. Motion was made by Councilman <br /> Mathis, second by Councilman Dolen to approve the parade. Motion carried 5-0. <br /> <br /> Next on the agenda was Heritage Chrsfian Church. They were sent to the council by the <br /> Board of Zoning Appeals. The Findings of Fact for approval of their variance Was <br /> subject to the Town Council making an ordinance for no parking on Jefferson, Harrison <br /> streets and Broad alley, and the ability to secure at least 37 parking spaces. The <br /> Mooresville Public Library had sent a letter of agreement to the church for them to use 37 <br /> parking spaces for Sunday A. M. The church had already secured parking spaces at the <br /> Mooresville Town Hall and part of Millers Merry Manor parking lot. Charles Berwick, a <br /> neighbor, told the council the issue was not just parking on Sunday morning but other <br /> days. Nancy Berwick told the council the neighbors were told by another attorney that if <br /> an ordinance was passed, that ordinance must go with the building, if sold. Town <br /> attorney Tim Currens stated the council would not be passing an ordinance because of <br /> who owns the building but because this is a safety issue and it will continue tied to an <br /> intersection and a need. He said an ordinance needed to be passed to post signage and <br /> ticketing for violations. Motion was made by Councilman Dolen, second by Councilman <br /> Pygman to pass an ordinance that 25 feet each direction on each side of streets, 25 feet <br /> from stop signs, Broad Alley, Jefferson Street, and Harrison Street. Motion carried 5-0. <br /> <br /> The church was informed they were not required to return to the Board of Zoning <br /> Appeals. Attorney Currens told the church members the ordinance would be approved at <br /> 2nd .. <br /> the October meeting and then published. Motion was made by Councilman Mathis, <br /> second by Councilman Dolen to include in ordinance one handicap parking space on <br /> Harrison Street at property line back to Jefferson, and one handicap space on church side <br /> of Jefferson in back of the 25 feet. Motion carried 5-0. <br /> <br /> Trash Quotes: Bob Miller from Ray's Trash told the council there were no fuel <br /> surcharges on the billing and the quotes were good for one year. This is for one year with no automatic rollover. Motion carried 5-0. <br /> <br /> Public Hearing for final budget adoption for 2002. Motion was made by Councilman <br /> Mathis, second by Councilman Dolen to approve the General Budget in the amount of <br /> $3,942,524.00. Motion carried 5-0. <br /> <br /> Motion was made by Councilman Mathis, second by Councilman Dolen to approve the <br /> ~ bu. dge_t, in the amount of $ 703,880.00.
