Shirley Welker addressed the council with statistics in relation to J-2 and to another <br />establishment that served alcohol. There were nineteen (19) police runs to J-2, which is <br />open one or two nights a week and there were thirteen (13) police rum to the alcohol <br />establishment, which is open seven (7) days a week. Lifestar runs to J-2 numbered <br />seventeen (17). President Warthen stated the council had heard both sides and both sides <br />agree there is a need for a safe place for children to go. Mrs. Welker asked the council <br />where the status of the Ordinance was in process. Town attorney Tim Currens is working <br />on one but it is not ready yet. <br /> Bill McGlocklen, Lions Club, spoke to the council about a fund raising event--Go Kart <br /> Race. The Lions Club had requested permission from the Park to close Indianapolis <br /> Road North entrance to park going south to south entrance of park in a rotation of fifteen ' <br /> (15) minutes, can be opened up for limited access. Councilman Dolen asked why the <br /> lower part of .1~.[ park ca__nnot be used. Mr. McGloclden answered because of the hill and <br /> trees on the North side. They plan to use Federal Mogul Facility for parking. The <br /> Southern Indiana Racing Association puts on a fully insured event. The park would be <br /> closed. He told the council that last year they held the event in the Village Shopping <br /> Center parking lot and raised $4,000.00 from 130 entries and they were hoping to have <br /> 300 entries netting $10,000.00 this year. He said there is a noise issue, they are not <br /> allowed to exceed 110 decibals and he could request mufflers which would help a little. <br /> Possible Sundays are Sept. 22, Sept 8, and Oct. 13 after church between 12:00 P. M. and <br /> 6:00 P. M. There would be 1150 bales of hay and one fourth mile of security fence. <br /> Motion was made by Councilman Clark, second by Councilman Pygman to approve <br /> request for closing Indianapolis Road and they were to inform the residents, police and <br /> street department. Motion carried 5-0. <br /> Councilman Mathis explained that the Urban Forester came to town and said a terrible <br /> job had been done trying to prune the trees. A written survey is going out to see which <br /> establishments want trees and which do not. He thinks professional help is needed. A <br /> request for quotes has been made for decorative lighting one block each way from the <br /> center of town. Street Commissioner Joe Beikman told the council a 90 degree <br /> directional bore can be done for the electric to the lights. Jerry Mayfield, Revitalization <br /> Committee, has a group project to look at the trees. The trees have gotten so big the <br /> grates are starting to heave. He suggests pulling the grates and using crushed brick <br /> around the trees. He said the Revitilization Committee realized this project was more --~ <br /> than they could handle and are requesting help from the Town. At the meeting on June 4, <br /> 2002 the downtown trees, lighting,and beautification project will be discussed. Paul <br /> Bryant spoke to the council say~ig that at one time IPL had committed a sizable donation <br /> and Randy Haymaker said it would be better not to take it and save for a lighting <br /> situation in the future. He thinks it would be worth the effort to talk to Randy. <br /> <br /> Disaster Plan--Still working on a resource guide. This will be on the agenda for June 4, <br /> 2002 meeting. <br /> <br /> Dan T'mgle, WWTP Superintendent, requested a new pick up truck. The one he drives <br /> now is a 1988 GMC and is spending money on repairs. He said the wench was weak and <br /> doesn't want to pull any pumps. Only a $1500 Wade-in was offered. Motion was made <br /> by Councilman Pygman, second by Councilman Clark to purchase the pick-up track <br /> Motion carried 4-2, Councilman Mathis opposed. <br /> <br /> A discussion about the safety switch ended with the agreement of council members to go <br /> with the bid originally approved. Dan T'mgle also informed the council hard paper work <br /> was needed on the plant expansion. He said he thought that this summer there would be <br /> days they couldn't meet discharge limits. He thought the Town needed to show IDEM <br /> they were addressing this problem. Councilman Mathis and Councilman Pygman are the <br /> commissioners for the wastewater plant. Mr. Tingle also asked the council for 2 new <br /> employees on a second shift because the flow and sludge were up in volume and they <br /> were back to storing sludge. He said they could haul five tanks per day and wants to do <br /> this during the daytime. The second shift would be drawing off sludge, treating and <br /> storing. Commissioner Pygrnan told the council Dan Tingle's request was warranted. <br /> <br /> <br />
