November 19, 1991 <br /> <br /> The regular meeting of the Mooresville Town Council was held <br />Tuesday, November 19, 1991 at 7:30 p.m. at the Town Hall. <br /> <br /> Council members present were Steve Edwards, Steve Ballard, Pat <br />Overholser and Dick Heald. Councilman Jack Forbes was absent. <br /> <br /> The minutes of the previous meeting were approved as submitted. <br /> <br /> Mr. Ray Hatmaker of Victor Drive appeared before the Council <br />to protest the proposed street lights -which Indianapolis Power and Light <br />plan on installing on Victor Drive. After much discussion Council <br />President Heald appointed Council members Overholser and Edwards, <br />Street Superintendent Beikman and Town attorney Tim Currens to a <br />committee to meet with a representative of IPL to determine the <br />best source of lighting for this area. <br /> <br /> Mr. Harry Vogel reported to the Council that the Kroger Company <br />has agreed to place recycling containers in their parking lot on <br />South Indiana Street. The town will be responsible for contracting the <br />company to have the recycable waste and will receive the revenue <br />generated from the recycling. <br /> <br /> Motion was made by Councilman Ballard and second by Councilwoman <br />Overholser to approve the recycling program. Motion carried unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman <br />Ballard to approve no parking on Indianapolis Road at the Pioneer <br />Park. Motion carried unanamously. <br /> <br /> Tim Currens reported to the Council that the closing on the <br />Testerman property was completed this date. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman <br />Ballard to approve an agreement between the town and Ambassador Steel <br />to allow the town to have the waste from Ambassador Steel to the <br />wastewater treatment plant to be treated for a period of two years or <br />until such time the sewer system is available at this location. <br />Motion carried unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Councilman <br />Ballard to approve Ordinance #21-1991 An Ordinance establishing a Non <br />Reverting Capital Fund and a Non Reverting Operating Fund for the <br />Mooresville Park and Recreation District. Motion carried unanamously. <br /> <br /> Motion was made by Councilwoman Overholser and second by Councilman <br />Edwards to approve an agreement with Nice-Pak for damages caused to <br />the town sewer lines. Nice-pak will make monthly payments on damages <br />of $195,000.00 starting in January 1992. Motion carried unanamously. <br /> <br /> Motion was made by Councilman Edwards and second by Councilwoman <br />Overholser to approve the release of $4,350.00 for Town Center Phase I <br />and $11,282.94 for Roberson Woods Phase I for Caperton Development. <br />Motion carried unanamously. <br /> <br /> Waste Water Treatment Superintendent Steve Orme announced that <br />the Indiana Water Pollution Control Board has awarded the Town of <br />Mooresville a Safety Award and a Laboratory Excellence Award for 1991. <br /> <br /> Council President Heald read a letter of appreciation from Marian <br />Adams in regard to the town's leaf pick up program. <br /> <br /> Economic Development Director Randy Haymaker announced that the <br />Town's Victorian Christmas Celebration will be held Saturday, December 7, <br />1991 from 11:00 a.m. to 3:00 p.m. <br /> <br /> Motion was made by Counilman Edwards and second by Councilman <br />Ballard to appoint Mark Taylor the Animal Control Officer for the <br />Town of Mooresville.
